Financial and Commercial posts at Air Command

Are you a bright, enthusiastic and proactive individual? Looking to develop a career in the financial or commercial specialism with variety and interest? Then we want you to join the large and diverse team at HQ Air Command.

On offer are several posts within the Commercial and Finance specialist functional areas. The posts are located at RAF High Wycombe.

Unlike most specialist posts, we are not demanding a whole host of qualifications - we are looking for people with an interest in working in Defence and the willingness to work hard and gain the knowledge and qualifications on the job. As such, depending on the specific role, we are offering the opportunity to complete an Apprenticeship, leading to professional specialist qualifications in commercial or financial skills, whilst being paid a full salary. Of course, if you already have relevant qualifications and experience, we would love to hear from you too.

Headquarters Air Command is a very attractive place to work. Located in the village of Walters Ash, there are good public transport links with regular bus services to/from Aylesbury and High Wycombe, as well as free car parking. There is a friendly working environment and interesting and rewarding work, supported by a very strong team spirit. We offer flexible working policies and some of these positions are open to part time workers who can commit to at least 5 hours a day or 3 full days per week. There is a subsidised gym, a small shop and caf??. There is a generous holiday entitlement and a contributory pension scheme. For those who want to progress, there are various development schemes that can be accessed through merit.

Commercial Posts

The Air Command Commercial Team currently comprises of around 44 largely qualified and part qualified commercial officers, offering scope for advancement in due course. The team places around 100 procurement contracts a year for around GBP400M worth of activity and manages approximately GBP2Bn worth of contracts in total. Contracts range in value and complexity from long term commercial commitments in specialist capability areas to low value short term support contracts. The team also place in the order of 50 sales contracts per annum which enable the Command to generate income by using its spare capacity; in the case of International Defence Training arrangements, this will also help to support wider Defence engagement policies.

The scope of work covered by Air Commercial is widespread and covers commercial advice, placement and management for most non-equipment or non-infrastructure contracts in support of the Royal Air Force (RAF). It includes Multi-Activity Contracts for technical services and station support services, all subject to various emerging Commercial initiatives to improve delivery and incentivice Supplier performance. The varied contractual support provided covers the geographical footprint of the RAF's establishments within the UK and occasionally to the RAF in its theatre of operations.

The Air Command Commercial Team provides the ideal platform to develop an understanding of the procurement process within the MOD and includes areas such as sourcing, contract management, supplier management and category management to meet the customers' needs, as well as sales contracting.

For those not already in the profession these posts would provide an opportunity to join the Commercial function and gain professionally recognised qualifications such as Chartered Institute of Purchasing and Supply (CIPS) and/or undertake an apprenticeship dependent on role and previous experience.

Finance Posts

The Finance Team at Headquarters Air Command comprises around 120 posts at a variety of levels, offering potential for advancement in due course. It is committed to being a valued business partner within the organisation and it does this by influencing and driving decision making by providing timely, insightful business and finance advice whilst ensuring effective governance.

There are a range of finance teams supporting budget holders and their staffs. Like the Commercial function, the scope is widespread but some of the roles will be in teams that provide a Financial Accounting and In-Year Management reporting function.

These finance teams liaise with Business Managers and Budget Holders, and personnel will be required to build and establish relationships with key stakeholders to develop their knowledge of the business. To assist the Business and Finance Managers who work in partnership with the Senior Budget Holders across Air Command, post holders will need to provide timely information and high-quality forecasts ensuring that the financial output of their work meets all known internal and external financial standards of accountability.

Applicants should have excellent communications skills and a strong focus on customer relations. A flexible approach to work is essential so that key team outputs are produced to time and quality. These roles are an excellent opportunity to develop these attributes together with business and finance skills whilst working as part of a large flexible team.

For the right candidates there is the possibility of an Apprenticeship or of some assistance with undertaking professional finance exams such as AAT, CIPFA, ACCA or ACMA.

There are two vacancies - Finance and Commercial posts at HQ Air Command (grade D and grade C2).

The Civil Service competency framework will give you an indication of which level to which you are best suited. You might also like to consider how much leadership and managerial experience you have; the Band D grade is the first level of management within the Civil Service so if you have very little or no management experience, you may consider applying at Band D. The C2 grade is the second level of management in the Civil Service, so there is an increased likelihood of managerial responsibility.

Applications are also welcomed from individuals currently working for the Ministry of Defence and will be considered alongside other applicants.
