Please note the role will be based onsite at Essex County Council in Chelmsford, but some travel throughout Essex may be required on occasion.
This will be a 12 month fixed term contract.
Negotiable basic salary + quarterly bonus which will be discussed at interview stage.

Role Summary

Capita has worked with Essex County Council for nine years and this role is fundamental in taking the service and relationship to the next level. The contract is based on a third generation RPO and the expectations are that Capita will provide a holistic end to end recruitment service. The aim is for the hiring manager to enjoy a simple, friendly and trusted service supplied by trained, focused and motivated staff.

The role of the recruitment team leader is to manage, develop and coach a team of senior recruiters, recruiters and recruitment assistants. You will own the end to end recruitment process of permanent and temporary roles within Essex County Council, ensuring an exceptional recruitment service delivery to clients and candidates.

Duties & Responsibilities:

General:
• Build strong relationships with the other internal teams, including compliance and candidate care
• Assist in raising the Capita profile across the hiring community, candidates and PSL (preferred supplier list) by acting in a professional and helpful manner
• Act congruently with the Capita values, taking an active role in the onsite team, acting as a role model for all staff
• Participate in fully, and contribute to, team meetings
• Be a flexible team player, conducting ad-hoc duties as requested, and supporting other teams and projects as required
• Adherence to the ERT "one team" philosophy and standards
• Work with the ERT risk, compliance and quality officer to ensure all relevant processes are mapped and updated in line with legislation and best practice
• Manage any recruitment delivery complaints received from the client or from candidates
• Build and manage solid client relationships based on trust. Identify and create recruitment strategies to meet the resource plans of the client
• Ensure all IT systems (including TCS Recruit (Taleo) and PeopleFluent) are updated in an accurate and timely manner
• Suggest ideas and solutions to improve and enhance processes to ensure maximum efficiency and effectiveness
• Carry out project work as required
Management:
• Management, training and coaching of the Recruitment team in order to deliver an excellent service for our clients and candidates
• Responsible for proactive candidate attraction and sourcing to permanent and temporary vacant roles within ECC. Achieving direct fill targets and building successful talent pools.
• Work collaboratively with the Resourcing Business Partner and the Head of Resourcing to ensure service excellence is achieved within your business area
• Continuously improve own performance and that of the team by reviewing feedback, monitoring KPIs (key performance indices) and keeping on top of current legislation
• Recruit, induct and arrange training for all new starters in the recruitment team
• Spend time with the members of the team so they feel supported, engaged and valued to deliver the best possible service and positive results
• Review regularly MI (management information) and KPIs to manage the team's individual performance and commercial success
• Ensure the team completes mandatory training and coaching, and that training and development records are kept up to date

• A strong background in recruitment delivery - either in house, managed service or agency recruitment
• An understanding of contractual requirements including KPI management
• Exceptional customer service skills and stakeholder management
• Experience within team management, including training and coaching and presenting
• Exceptional customer service with strong verbal and written communication skills, with the ability to influence and negotiate.
• Flexible and agile in your role, as you could get involved in different projects and demands of the business and be able to adapt quickly
