The Office for Product Safety and Standards is a new Departmental Office within BEIS. We exist to make sure that regulation works well - and delivers critical outcomes of safety, protection and confidence. We ensure that the goods we buy every day as consumers are safe, that we get a fair deal on the high street and that business can thrive. The Office takes forward the work of the previous Regulatory Delivery directorate, including Primary Authority and the Regulators' Code.

We are responsible for building national capacity for Product Safety and for the development of products that support small business growth and implement the Industrial Strategy vision of simplifying regulation. We work at the front line with businesses, local and national regulators and consumers to improve regulatory protections and support compliant businesses.

This is an area of high public, media and parliamentary interest

About the Role:
The role available of the Compliance and Testing Manager (which is part of the wider team of Technical Services) is to manage all aspects for the Enforcement and Product Safety projects. This is a vast range of activities including technical compliance of consumer products to the Eco-design and Energy Labelling Directive as well as physical testing using in-house equipment of products to the Restriction of Hazardous Substance in Electrical & Electronic Equipment Directive (RoHS), for example.

This role will involve the delivery of numerous projects throughout the year against a range of regulations, directives, standards and both internal and external test procedures.

Key responsibilities:
• To develop the team's knowledge of existing and changing technical aspects of British and European regulations and relevant standards in the areas of the Office's current activities (Product Safety, Eco-design, Energy Labelling, EU Timber, Restriction of Hazardous Substances (RoHS), Batteries).
• To ensure colleagues are well supported throughout their projects including test-purchasing products and preparing samples for internal and external testing.
• Lead on developing internal testing services on a range of products for compliance against regulations and standards, which can involve the disassembly, component selection and preparation of samples of electronic equipment and timber items.
• Review and authorise reports on the outcomes of product testing and develop new services for testing of products to expand in-house capability.
• Lead the review of technical documentation provided by internal and external bodies.
• Manage the facilities and frameworks to evaluate products and systems and to provide the legal traceability for all physical evidence.
• Manage the financial and budgetary needs of the technical Service
• Manage a small team of 4 staff to effectively deliver a high quality of Service

Person Specification:
Essential
This is a newly developed role; the ideal candidate will show flexibility as the requirements of the post are likely to change as the team develops over time.

The ideal candidate will be able to demonstrate Strong interpersonal, written and project management skills as well as a keen eye for detail and an interest in developing new technical services. Also important is the ability at developing and maintaining positive working relationships at all levels as well confidence when dealing with all stakeholders and apply their knowledge to suit the wider business considerations.

The successful applicant will have a strong level of experience and knowledge in delivering a robust technical service in accordance with relevant standards. They would have experience and would be able to demonstrate managing a team maintaining to BS EN ISO/IEC 17025:2005.

Desirable
A strong knowledge of analysing, interpreting data, and validating results to improve testing procedures. A strong understanding of UKAS accreditation processes and procedures would also be beneficial.
