HARP is a Southend-on-Sea charity working to prevent homelessness and help vulnerable and socially excluded people to transform their lives. Each day, our staff work with individuals to tackle the underlying causes of homelessness, such as poor mental health or drug and alcohol dependency. From supporting people in crisis to helping them take the final steps towards independence and employment, we make a difference to over 1,000 lives
every year.

HARP is currently recruiting for a Financial Controller / Head of Resources to join ourExecutive Team. This post reports directly to the Chief Executive  Officer, and will be based primarily at the Charity’s central office (currently at Dencora Court, Tyler’s Avenue, Southend-on-Sea), but with the flexibility of working up to two days per week from home.

The role involves managing and leading HARP’s Finance function and team, as well as having responsibility for overseeing Human Resources including payroll. The successful post holder will need to maintain very close links with all other teams within the Charity, to ensure efficient and effective processes are in place to manage HARP’s finances and human resources.

In summary, the post holder will:

  • be responsible for the production of annual statutory accounts, monthly management accounts, annual budgets, regular reforecasts and cash flow projections
  • oversee HARP’s banking arrangements, the prompt and accurate payment of suppliers and of staff expenses, and the timely invoicing of income entitlements.
  • oversee HARP’s primary information system (“Inform”).
  • lead and oversee HARP’s HR (Human Resources) function, managing the recruitment process, payroll processing and HR advisory service to the Charity’s line managers
  • be responsible for managing tax including VAT, PAYE, Gift Aid & Corporation Tax
  • act as HARP’s Money Laundering Reporting Officer (MLRO)
  • act as HARP’s Data Protection Officer (DPO)
  • act as Secretary to the Finance Sub-Committee, producing agenda, minutes and papers
  • be a key member of HARP’s Executive Team, advising and assisting the Chief Executive in the operational management and strategic development of the Charity.

The successful candidate will need to possess:

  • a CCAB equivalent accounting qualification (eg: ACA/FCA, ACCA/FCCA, CIPFA)
  • demonstrable knowledge of accounting regulations, in particular charity accounting
  • at least three years’ experience in a similar senior finance position as this post
  • previous experience of managing human resources including overseeing payroll
  • strong staff management experience.
