Main Purpose of Post:

To provide an area based building surveying service.

To proactively undertake the design and administration of capital building projects of value over GBP10k, including developing the brief with the Client.

Principal Responsibilities:

1. To proactively develop and administer capital building projects over GBP10k value, working in close collaboration with client bodies.

2. To undertake surveys, prepare reports, develop plans and specifications as appropriate for the relevant project.

3. To tender the works and ensure appointments are made in accordance with company standing orders.

4. To act as the Employers Agent / Clerk of Works / Supervisor in support of the wider Project Delivery team as workload dictates.

5. Assist Facilities Management and the wider Project Delivery team as workload dictates.

6. Complete projects on time and within financial targets.

7. Assist with the production of information for fee invoicing purposes and ensure that required records are kept.

8. The post holder will ensure that the Companies responsibilities under the health and Safety at Work Act 1974 and subsequent supporting Regulations are met in respect of the employees in the Engineering and Building Services Section of the Department and will assist corporately in achieving this by leading that process by example.

9. Pursue or contribute to the Objectives and general duties of the Group.

10. Address health and safety policies and arrangements in a proactive manner to ensure that high standards of safe working practices are maintained.

11. Activity support and implement the principles and practice of equality of opportunity as laid down in the Companies Equal Opportunities Policy.
Knowledge and Experience

Practical in depth knowledge, experience and understanding of minor works construction project delivery.

Experience of independent working as a building surveyor.

Experience of working as Supervisor / Clerk of Works on major construction projects.

Experience of building internal and external relationships including developing partnership arrangements across an organisation and with key stakeholders and partners to foster effective joint working to improve outcomes.

An understanding of local government, the national political context within which it operates and the current challenges and opportunities.

Registrations, Qualifications & Training

Educated to HND level or equivalent relevant experience, in a building related discipline

Membership of a relevant professional body.

Ability to work pro-actively to ensure effective project outcomes.

Ability to work within a team environment, develop excellent working relationships with client establishments.

Good communication and negotiation skills and an ability to influence outcomes, with reasoning, persuasion and tact.

Ability to relate to and gain the confidence, trust and respect of members, employees, partners and the wider community.

Ability to manage a diverse workload and heavy demands whilst adhering to tight timescales.

Sound IT skills, including word processing and spreadsheet applications.

This position is exempt from the Rehabilitation of Offenders Act 1974 and is not subject to a CRB Disclosure Check.

Other Requirements

Able to attend occasional evening meetings and work outside standard office hours.
