Clerk / Responsible Financial Officer

Longford Parish Council

With the retirement in December of the current Clerk, there will be a vacancy for Clerk/RFO to this evolving parish on the fringes of Gloucester City. Longford was, in the past, an outlying village of Gloucester but has become part of the wider city and, with a significant development of new housing the parish has recently grown rapidly in size.

The role of clerk is an important and varied one requiring excellent communication and interpersonal skills coupled with tact and diplomacy. A sound understanding of the powers and responsibilities of parish councils is necessary as are well developed I.T skills and financial literacy as the Clerk/RFO is responsible for all aspects of the Parish budgetary and financial management.

Other duties will include preparation of agendas, minute taking, dealing with residents, contractors and local government officers and maintaining the Parish website.

The post, which is home based, is for 8 - 10 hours a week (subject to responsibilities agreed) to include attendance at Parish meetings which are held 8 times a year on the first Tuesday evening of the month. Attendance at additional meetings may occasionally be required.

The successful candidate is likely to have worked in a similar role in local government but those with the requisite skills and relevant experience from other areas will be considered. Additionally the ideal candidate will have or be working towards a Certificate in Local Council Administration but applications from candidates willing to undertake such training would also be welcomed.

The rate of pay is commensurate with qualifications and experience but will be based on National Joint Council rates within the range SCP 15 - 25 (£17,972- £23,111 pro rata).

A detailed Job Description and Person Specification can be obtained electronically from and applications are by C.V and letter outlining how the applicant fulfils the requirements of the role to Councillor K. Doherty at

Closing date for applications is 30th September
