Reporting to the Assistant Director, Risk & Quality Assurance the candidate will be responsible for managing the Risk & Clinical Effectiveness Team and will line-manage 3 managers within the team (Risk & Assurance Manager, Clinical Effectiveness Manager, Policy Lead).
In addition, they will be expected:
  • To lead the delivery of risk management and clinical effectiveness in line with Hertfordshire Community NHS Trust (the Trust) Strategic Objectives.
  • To provide effective leadership within designated areas of responsibilities, and to be responsible for the operational management, ensuring implementation and compliance with policies and procedures.
  • To receive assurances that services are delivered in a clinically safe and effective manner. In conjunction with the operational teams, business information team and corporate teams, to have processes and reporting to meet local and national policies and procedures. This includes but is not exclusive to compliance with Care Quality Commission standards, HSE, NICE standards.
  • To support the Assistant Director of Risk & Quality Assurance to deliver the Quality & Governance improvement agendas within the Trust.
  • To provide leadership and be responsible for the coordination and delivery of systems and processes to support external scrutiny of the Trust and compliance with external regulatory bodies including Care Quality Commission frameworks and the NHS Litigation Authority's Risk Management Standards.
  • To be responsible for ensuring effective capacity and demand management across Quality Directorate areas in order to meet activity, in line with the Quality and Health & Wellbeing Strategies.
  • To take responsibility for ensuring outcome measures are developed and implemented within areas of service responsibility.
  • To work collaboratively with managers across the Trust to ensure that risk and clinical effectiveness systems are understood and effective reporting mechanisms are embedded.
  • To ensure that appropriate reports are collated and prepared for submission via the Board in line with local and national requirements.
  • To be responsible for a delegated budget and associated financial activities in line with standing financial instructions.
  • To act as deputy for Assistant Deputy Risk & Quality Assurance, including taking the lead on identified regional, national and corporate areas of work where required.
