Fife is one of the largest Education and Children's Services Directorates in Scotland, supporting over 50,000 children and young people. Our goal is to create an integrated service for all children across Fife with a clear focus on the complete needs of every child, raising educational attainment and reducing educational inequality. This means we need innovative educational leaders with the capability to deliver improvements in performance against a background of reducing resources.
You will have lead responsibility for specified strategic, Fife-wide educational and learning functions, as determined by the Heads of Service. The two specific strategic areas of responsibility for these posts, initially, will be either GIRFEC or Quality Improvement & Curriculum.
You will also have a lead responsibility within a locality, providing leadership of the Local Improvement Forums in a defined area; establishing, implementing and reviewing quality improvement processes to support the collective responsibility for the performance of schools and early learning centres in the locality. You will provide leadership for and within the Locality Network, in partnership with the Social Work Service Manager, to contribute to the collective leadership and management of integrated children's services at local level.
Importantly, you will have lead management responsibility for a group of secondary and primary schools, with particular emphasis on delivering improvement in educational attainment and achievement for all. The two specific school groups, for these posts, initially, will be either Woodmill & Inverkeithing or Levenmouth & Waid clusters of schools.
The allocation of strategic responsibilities and school groups may change, in the future, in line with the Directorate priorities and as determined by the Heads of Service.
Requirements The Education Manager leads areas of regional, strategic, locality and operational responsibility related to the core aims and priorities of the Education and Children's Services Directorate plan, as agreed with Heads of Service.
The Education Manager provides the main support in these areas with particular regard to quality assurance, service development, social inclusion and customer care; providing comprehensive and proportionate quality assurance and development activity for schools, clusters, localities and the Service, with a focus on performance, delivery and partnership working, undertaking a lead strategic role as a member of the Education and Children's Services Directorate Leadership Team.
The Education Manager line manages Senior Officers and Headteachers within the designated strategic and functional areas, delivering a range of E&CS policies and ensuring the effective coordination of advice and support to services/establishments in respect of strategic and locality functions.
The Individual We are looking for an individual with a proven record as a strategic thinker and change leader, who is completely committed to improving the educational outcomes and life chances of children and young people. Fife needs a strategic corporate thinker, capable of working closely with and inspiring colleagues, partners and elected members to deliver our vision.
Educated to degree level or equivalent, you will also have a comprehensive knowledge of the wider policy context facing local government in your area of expertise and be able to influence this agenda at local and national level.
Before confirming your appointment to the post, you will be required to obtain Protection of Vulnerable Groups (PVG) Scheme Membership through Disclosure Scotland.
