Heart of Wales Property Services Ltd is a joint venture company formed in 2017 by Powys County Council and Kier in order to provide consultancy and maintenance services to the Councils housing and property portfolio. Additionally the company has tangible growth plans to deliver property services and construction projects to clients in the immediate, adjacent and wider geographical locations.

Main Purpose of Post: To provide an effective Construction Project Management service in line with the delivery of the Companies aims and objectives.

Principal Responsibilities:

1. To work with Executive Directors, Heads of Services, senior managers & other employees on the continuous development and improvement of Construction Project Management service standards & quality

2. To deliver customer focused services, corporate working, effective communication and staff development working with and through the service management team, groups and partners

3. To manage all resources (including human & financial) determined within delegated budgets, the company policy and statutory frameworks for Construction Project Management.

4. To effectively manage all elements of Construction Project Management, including maintenance of professional standards and competence, for individual and team performance.

5. To maintain up to date knowledge of best practice in the provision of Construction Project Management and to disseminate information and implement good practice

6. Monitor and resolve complaints at local level and when necessary undertake complaint investigations in consultation with Executive Director, or Head of Service, or senior manager

7. Consolidate and maintain effective relationships with key partners, services providers, stakeholders and the community to deliver high quality customer focused services

8. To implement Health and Safety policies and arrangements in a pro-active manner to ensure that a high standard of safe working practices are maintained

9. To actively support and implement the principles and practice of equal opportunities within the companies (EO) policy and statutory frameworks

Experience

Demonstrable track record of extensive experience in Construction Project Management or in similar construction related disciplines

Knowledge

• Of current Industry Project Management Standards

• The roles and responsibilities of all construction professionals in the design team

• Client role and responsibilities

• The company Standing Orders

• Current procurement legislation (British and EU)

Qualifications & Training

• Experience of project Management or similar professional discipline

• Graduate in applicable professional discipline

• Technician or equivalent membership of MCIOB, MRICS, RIBA, ICE equivalent

• Project Management training
