TAA are delighted to support their client in Oxford for a Chief Commercial Officer in Oxford.

Overall Purpose of the role

To provide financial and commercial support to the Head of Defence Business, the other members of the Defence Team and provide routine reports of the Defence Business performance to the Finance Department.

PRIMARY RESPONSIBILITIES

Coordinating all financial and commercial activities within the Defence Department
Providing financial and commercial input for all offers and tender responses to the MoD in accordance with company policy and procedure, and requirements of the customer
Drafting or reviewing contracts/contract amendments ensuring avoidance of unacceptable financial or commercial risk
Lead or assist in contract negotiations, in liaison with programme management personnel, to ensure all financial and commercial requirements are achieved or addressed
Contract administration and compliance, including financial planning and reporting, adherence to terms and conditions, prompt invoicing and customer adherence to payment milestones
Ensuring compliance with all DRA Single Source Contract Regulations (SCSR) and Reporting Requirements
Maintenance of order intake records, sales and order backlog by contract
Preparation of Defence Department financial forecasts and performance reports, in accordance with approved Company operating plans and budgets, for routine review and regular evaluation at Senior Management Level

Experience

ESSENTIAL

Experience working within Aviation Programmes
Experience of Design and Management of Project Control functions within complex, large-scale Programmes
Experience of Risk and Opportunity Management
Experience of Major Bids
Experience of offer processes and management

ESSENTIAL

Previous experience at a senior level within a commercial organisation
Sound knowledge of Business Accounting procedures
Knowledge of MoD DE&S Procurement Cycle and Procedures
Knowledge of MoD DEFCONS and MoD contracting procedures and policies for procurement
Strong analytical and critical thinking abilities to solve complex problems
Excellent presentation and influencing skills
Exceptional communication skills both verbal and written
Must have high computer literacy ability in MS Office (Word, Access, Visio but especially Xcel)
Working knowledge of UK contract law and procurement practices
Knowledge of DRA SSCRs

DESIRABLE
Previous use of SAP business software
Knowledge of UK Military Rotary Wing Aviation

ESSENTIAL

Professional Accounting qualification CIMA, ACCA or equivalent

DESIRABLE

Bachelors or Masters Degree
Post-secondary education in business management or related field

Other requirements

TRAVEL

Travel between Germany, France and UK
Travel within UK especially between Bristol, Oxford, RAF Shawbury, and RAF Valley
Normal office hours
Able to gain MoD security clearance
A DBS and or Basic Security Clearance is required as per Security requirements
