Job Purpose

Underpinning our workforce strategy is the recognition that we need to strengthen our leadership and management capabilities and significantly strengthen the capabilities required for what is needed now and for the future.

This role will lead on identifying current and future leadership and management development needs at all levels in the organisation (from executive development to early-career stages), creating an innovative, integrated and practical framework for accelerating the development of leaders and managers so they are ready to deliver the organisation strategy.

A deep subject matter expert, the Leadership and Management Development Lead will combine strategic understanding of current and future leadership and management capabilities requirements with the practical ability to design and deliver forward thinking innovative leadership and management programmes.

Organisational Accountabilities

Roles at this level will provide expert professional advice to inform corporate management and development of the council as a whole. They will lead on turning this advice into business cases for political approval. The service delivery requirements and standards are usually clearly defined by the Director with annual staff and financial budgets.

Operational planning and performance review to maintain exceptional service delivery and ensures the political objectives and priorities of the council are met

Working collaboratively within and across functions to support the delivery of best possible outcomes for our customers on a financially sustainable basis.

Maintain and nurture collaborative relationships with other teams in the function and external organisations that support the delivery of annual plans.

Implementing changes to improve the area of work, while maintaining the highest possible levels of service quality are continually delivered

Managing complex issues that meet the needs of customers and delivery the best possible outcomes

Effective utilization of digital technologies and innovation across the function.

Service/Functional Accountabilities

Responsible for the development and implementation of a strategic and integrated Leadership and Management capability framework, aimed at accelerating the development of our leaders and managers.

To lead the design and implementation of leadership and management development solutions, to ensure they are future-focused, relevant, innovate, cost effective and aligned to functional business plans.

To externally procure, as appropriate, the design and delivery of specific programs, providing the necessary contract management and quality assurance.

To deliver agreed leadership and management development solutions (e.g. specific events). This may include executive coaching, facilitation, delivery of highly energized workshops, or consultancy advice to ODP and/or other teams in the organisation to identify tailored solutions.

Working in close collaboration with the Talent Development Lead, to design and implement a relevant framework for the use of diagnostic and assessment tools to support the development of our leaders and managers (e.g. assessment and development centers, psychometric tools, 360 degree feedback tools???)

Responsible for establishing a robust leadership and management development impact measurement framework, able to utilize people insights and evidence of impact on performance (individual and organisational).

Explore and develop collaborative approaches to strengthening leadership and management capabilities across the wider County, to support the delivery of the Vision, developing key partnerships when appropriate.

Work collaboratively with the rest of ODP to build an aligned and relevant offering for the organisation. To work in close collaboration with the Performance consultants, People Business Partners and People consultants to support the design and implementation of cross-cutting programs.

Specific individual and shared targets and objectives are defined annually within the performance management framework.

Skills, Knowledge and Experience

Educated to degree level or equivalent by experience. CIPD qualified desirable with evidence of continuing professional development

Significant technical expertise in Leadership and Management development (from executive development to entry level positions), balanced with an ability to pragmatically execute.

Proven ability to solve complex problems, conduct research/break new ground, develop new applications and provide expert support for other practitioners.

Strong evidence of expertise in the design and development of leadership assessments and use of psychometric tools (accreditation would be preferred).

Sound expertise in designing and applying impact evaluation frameworks, with a bias towards evidence-based practice and use of people insight to design interventions.

Practical experience in learning and business needs consulting, able to guide stakeholders through a shared and collaborative decision making process, working at all levels in the organisation.

Confident facilitator and deliverer of workshops, events or development interventions with the ability to create engaging content.

Strong diagnostic, problem solving, and analytical skills; ability to think strategically.

Ability to focus on critical issues to balance and respond to competing priorities

Demonstrated ability to manage complex projects that cut across multiple services and teams, from inception through completion
