Job Purpose
The Senior Strategic Manager (Operational Estate) will be responsible for close working with the operating business to maximise the utilisation of operational estate and commercial value.

The Senior Strategic Manager (Operational Estate) will work to identify commercial opportunities within the Directorate which require relocation of operational uses and managing such relocations to secure vacant possession.

This role will be responsible for identifying property solutions and strategies for the operating businesses which will provide opportunities for other teams within Commercial Development (CD) (Property Development / Commercial Asset Management) to exploit commercial opportunities in the operational estate or for underutilised assets to be used for new operational requirements.

Key Accountabilities:
• Work closely with Commercial Asset Management and Commercial Development to understand those CD initiatives they have identified which require relocation of operational uses. Manage such relocations to an agreed program and facilitate vacant possession by agreed timescale.
• Identify other underutilised property and challenge and support stakeholders within the operating business to identify alternative approaches for operational property management to unlock commercial opportunities for TfL.
• Collaborate with stakeholders within the operating business and CD and be responsible for working up such commercial opportunities to feasibility stage.
• Provide Operational Property insight and guidance to other CD teams, including influencing commercial behaviours within the Directorate to ensure that innovative solutions are considered, involving existing operational assets
• Build a comprehensive picture of future property requirements across TfL, their timeline and priorities.
• Act as the focal point in finding solutions to new space requirements for the operating business (other than office uses managed by Facilities) whether on or off the TfL estate.
• Lead land acquisition for strategic initiatives on behalf of CD, including working closely with other teams to identify ways of releasing capital to replenish the 'Spend to Save' fund
• Ensure that all commercial transactions (within this roles' portfolio) and other services are provided in a timely and effective manner in accordance with contractual and best practice obligations and service level agreements.

• Responsible for a specialist team of up to 5 FTE
• Feasibility budget of up to GBP1million per annum
• Identifying capital receipts of around GBP50million

Skills, Knowledge and Experience

Skills:
• Ability to apply commercial and strategic awareness to problem solving.
• Excellent project management skills
• Politically adept and commercially astute to negotiate and influence complex and sensitive transactions.
• Ability to manage a complex and varied group of stakeholders
• Ability to influence colleagues, consumers and third party suppliers.
• Proven ability to develop and document business cases, reports, reviews, memoranda and presentations suitable for delivery to senior management.
• Budget management knowledge, including risk management, and continuous focus on Business direction.

Knowledge:
• The jobholder will have extensive technical knowledge of a wide range of property activities, including feasibility appraisals, town planning and property management.
• Member of the RICS

Experience:
• Significant, demonstrable and relevant management experience in running a property team
• Excellent track record of delivering to the targets with a proven track record in delivering on time and budget.
• The jobholder will have substantial and demonstrable experience in optimising use of land with a track record of innovation and of delivering results
• Substantial experience in undertaking feasibility appraisals construction works and property appraisals
