Contract and Purchasing Adviser Our Westminster based client is seeking a Contract and Purchasing Adviser. The post holder will ensure that the organisations practices and procedures for procurement are optimal, and that procurement policies are updated and monitored to reflect legislative changes and industry best practice. As the Contract and Purchasing Advisor you will have responsibility for GBP100 million in spend (GBP30 million less grant monies) and will be responsible for timely analysis of the organisations spend, looking for insights and best practice, whilst being able to give advice to budget holders and help put specification together and lead on final contract negotiation and post contract management. Contract and Purchasing Adviser Duties Deliver a procurement strategy including an annual procurement plan which identifies cost saving targets for the year, and appropriate reporting mechanisms including KPIs. SRM - Ability to design and implement appropriate performance measures Lead tender processes and negotiations in line with procurement policy to ensure value for money and effective risk management. Advise the organisation on all matters relating to procurement and review key contracts. Maintain a centralised contract register to provide oversight and proactively commence negotiations ensuring that contracts are reviewed in line with the procurement policy. Continually develop procurement processes and procedures including standardised tender documents and contracts. Communicate new procurement processes across the organisation ensuring awareness across the business and adherence to best practice. Provide assistance in the management of supplier contracts as necessary. Ensure that potential suppliers are vetted appropriately and in accordance with policies. Maintain and monitor a preferred suppliers list. Provide ongoing review of procurement policies to ensure that they are in line with current legislation and best practice Help support the organisations purchase order system, providing training and analysis as required. Key Knowledge and Skills required Demonstrable experience in an indirect purchasing role including professional services, IT, facilities management and general office services Highly numerate with strong communication skills, able to present at a senior level and to write complex reports and tender documents Demonstrable negotiation and persuasion skills Demonstrable experience of supplier negotiations and relationship management Demonstrable experience of implementing new processes and procedures within an organisation
