The Role:

Are you looking to be in the forefront of ECC's strategic business and skills support programmes by supporting the development, implementation and delivery Economic Growth for Essex? We are looking for a Principal Economic Growth and Regeneration Officer to join a lively and vibrant team to help ensure programme success through strong project management and team work. We are looking for an innovative and self-driven individual, with prior experience of ESF/ERDF programmes, who is looking for a stepping stone into a career within the Economic Growth and Skills Development function.

You will be a subject matter expert, project managing specifically on ESF/ERDR work packages providing advice, technical input and business support, coordinating a central contact point within Economic Growth and Skills, requiring a high degree of organisation and analytical skills.

Job Purpose Summary:

To maximise the benefits of sustainable growth (economic, social and environmental), and promoting the economic benefits and inward investment, create jobs, secure appropriate development, and enhance the image, reputation and economy in Essex by project managing Economic Growth & Skills, European funded programmes. As a subject matter expert on the delivery of European funded programmes, working with internal and external partners to create a clear audit trail complying with reporting guidelines. You will be responsible for maintaining accurate records and databases relating to contracting service providers.

Key Responsibilities and Accountabilities:

• To contribute to development of organisational capability by taking ownership of your own training and development, including identifying and taking part in training and development activity and responding to feedback on performance.
• Thinking creatively, challenging the norms, and constructively challenging those around them (including those more senior) to ensure continuous improvement and commercial astuteness, and inspire the same in colleagues.
• Work as part of project or process teams as required under the new operating model, ensuring excellent cross functional output.

Role Specific Accountabilities:

• Support, influence and lead projects within Economic Growth & Skills that realise economic development and regeneration outcomes. To ensure effective internal and external communication to promote strategic projects and ensure all stakeholders are kept informed of progress.
• To undertake scoping and analysis of projects and where appropriately prioritised, development of business cases.
• To control specified tasks and work streams and take independent remedial action to ensure milestone delivery in respect of programmes/projects worked on.
• To undertake work on projects derived from ERDF, RDPE, ESF,TSB, ICS, SLGF and other national and European funding sources.
• To provide a comprehensive overview of a project or programme that is independent of other project staff, enabling the implications of the work to be understood and if necessary, challenged.
• Ensure strong budgetary control and financial management is applied across all defined budgetary lines.
• To contribute, as required to the preparation of reports to Cabinet, Scrutiny Committees and Policy Development Groups:

Knowledge, Skills and Experience:

• Appropriate professional experience or qualification relevant to the field of contract management.
• Demonstrable evidence of working effectively with a wide range of internal and external bodies, successfully influencing partners and ensuring good relationship management.
• A proven track record of effectively project managing multi-disciplinary and complex projects for example central government funded projects inclusive of European funding.
• The ability to provide robust recommendations on proposed courses of action to senior managers and central government departments.
• Excellent verbal and written communications skills
• Experience of working in the public sector or large complex organisations.
