I am working with the Disclosure & Barring Service who are looking for an experienced Senior Finance Business Partner for a 12 month contract based in Liverpool.

The role is full time, to start ASAP and paying GBP363.89 PAYE or GBP457 Umbrella per day (the role is in-scope of IR35)

Role Purpose

Lead the annual budgeting and quarterly forecast processes and ensure credible budgets/forecasts are developed that withstand scrutiny by SMT and Board. Overall responsibility for ensuring the Business Partners build effective relationships with DMTs, and as a result, can provide single point of contact advice, and effectively challenge their use of resources in meeting demand, performance measures and business plan priorities.

Key Accountabilities

* Lead a team that supports and challenges budget holders and managers to ensure appropriate decisions are made using relevant and robust financial information (including assisting in the development of proposals and business cases)
* Understand potential risks to the DBS budget/forecast, escalate these as required, and identify mitigating actions to resolve these
* Ensure that DBS achieves maximum benefit from its resources, ensuring the right balance between economy, efficiency and effectiveness (including proactively identifying opportunities to improve this, and influencing budget managers and holders to implement these)
* Ensure there is accurate and timely actual and forecast financial information developed and reported within the Business, including to Board, the senior management team, Directorate management teams, and project boards
* Lead the annual budget process, ensuring credible budgets are developed that withstand scrutiny by SMT and the Board and its committees
* Ensure operational and project teams understand and are challenged upon their use of resources to meet demand, performance targets and business plan priorities
* Ensure the team has the required capacity, capability and focus to deliver the priorities and objectives
* Support the operations teams in the development and challenge of operational workforce planning models to meet expected demand for services, including use of activity based costing techniques where appropriate.
* Undertake analysis and provide advice on financial matters to support the Finance team fulfil its objectives (including coordinating the provision of advice on tax and accounting related issues requested by the business from other parts of the Finance team)

Knowledge & Experience

Essential professional
* Must be a qualified member of a recognised CCAB accountancy body or CIMA

Essential Experience
* Leading teams, building finance capability and enhancing financial processes
* Experience of budget preparation, review and reporting.
* Experience supporting and challenging budget holders in a similar finance business partnering role
* Experience of explaining financial information to non financial audiences, and of supporting the financial assessment of proposals to aid decision making
* Use of Microsoft excel and ERP/finance systems
