The Association for Public Service Excellence (APSE) is a networking community that assists local authorities who are striving to improve their frontline services. APSE works with over 250 local authorities across the UK advising and sharing information and expertise on a broad range of frontline public services including advice, research, consultancy, benchmarking and training.

APSE Energy is seeking to appoint a research and project officer to boost the work of APSE Energy, expand the membership and offer support to help councils move forward with the energy agenda.

APSE Energy is part of the APSE family and is a local authority energy collaboration supporting those local authorities who are aiming to meet our vision of ‘the municipalisation of energy’ with a greater role for councils across the energy agenda in their local area. Over 70 councils have signed up to the collaboration.

The person appointed will assist in the preparation and dissemination of briefings, research, publications, events programme and marketing strategy, with a specific responsibility for monitoring and researching developments in the energy sector which are of relevance to local government. They will work closely with the Head of APSE Energy to meet the needs of the membership.

The ideal candidate will have a good understanding of the complexities of local government, current issues and challenges as well as an appreciation of the energy agenda. Training and development will be provided.

The successful candidate will be an enthusiastic, self-motivated and charismatic champion for APSE Energy. They must be able to absorb information quickly and present it clearly and concisely, both orally and in writing.

They will be able to network and build long term relationships with a variety of stakeholders, understand their requirements and translate them into the support offered by APSE Energy. There should demonstrate a commitment to frontline public services.

The successful applicant will receive the following benefits:

  • Flexible working hours (Flexi-time); Monday to Friday
  • A starting salary of £21,074 with opportunities to progress through the pay scale to a maximum salary of £30,756
  • 24 days holiday plus all statutory public holidays
  • Can apply to join the Local Government Pension Scheme
