Job Type: Full Time, Permanent (37 hours per week)

An exciting opportunity has arisen to join our Internal Audit team, who provide services to the Council.

Purpose of the role:

  • To ensure that your team continues to meet the Public Sector Internal Audit Standards
  • To assist the Internal Audit Consortium Manager in the management, development and continuous improvement of the team.
  • To support the development of strong risk management, corporate governance and assurance arrangements

Key Responsibilities:

  • To act as the key contact of the Internal Audit Consortium on site and to respond to enquiries from all clients on financial control and audit related matters
  • To review the audit work completed by Auditors to ensure consistently high quality standards are maintained
  • Day to day supervision, guidance and training of Auditors assigned to your team ensuring compliance with agreed quality standards and time allocations
  • To attend close out meetings with auditors when requested or where it is deemed appropriate by the Senior Auditor/Internal Audit Consortium Manager.
  • To undertake the day to day line management of Auditors including but not restricted to Performance Management Reviews, approval of Auditor's annual leave and to be responsible for Auditor's sickness absence reviews.
  • To prepare monthly work plans for your team and to agree the timing of audits with clients in order to implement the agreed strategic internal audit plans
  • To develop test schedules in respect of new and emerging audit areas
  • To review all test schedules before they are issued to the Auditors.
  • To provide advice on the adequacy of controls in respect of new initiatives and new or changing systems
  • To deputise for the Internal Audit Consortium Manager at meetings including but not restricted to Audit Committees, Quarterly Directorate meetings and Corporate Management Team where required
  • To advise the Internal Audit Consortium Manager on situations or topics which need to be considered for inclusion in the internal audit plan.
  • To liaise with external auditors, or other organisations, both in respect of work carried out, investigations etc.
  • To undertake and supervise special investigations
  • To attend, if required, disciplinary hearings, Industrial Tribunals, Court etc as a witness.

The ideal candidate will:

  • Demonstrate good inter-personal skills and must be able to communicate assertively with all levels of personnel.
  • Preferably have experience of managing staff.
  • Have a strong report writing skills and the ability to challenge, investigate, test and assess risks within the organisation.
  • Experience in the operation of Microsoft Office Software and computerised financial systems - Essential
  • Have a minimum of two to five years' experience in an internal audit environment - Essential
  • Be Association of Accounting Technicians qualified, or to be a part qualified member of an accounting institute (ACCA, CIPFA etc.) - Essential

The post will be based predominantly at North East Derbyshire Country Council and will include leading a small team. This post may also involve working at any of the Consortium's Partner locations (currently Chesterfield Town Hall and Mill Lane Wingerworth).
