Job Description
Role Purpose
To manage, in conjunction with the Project Manager, the successful delivery of a work bank of rail projects. Controlling project finance from concept to completion and through to the end of defects liability, building a positive working relationship with all stakeholders.
Key Accountabilities
Ensure effective commercial control of projects in an allocated work bank
- Provide data to the Regional Commercial Manager to inform the regional business plan
- Provide information to the Regional Commercial Manager to inform commercial strategy
- Line manage and mentor QS and Assistant QS team members
- Prepare work bank financial forecasts with 12-18 month look ahead, providing up to date information to the Regional Commercial Manager monthly
- Understand, communicate and manage project level legal and contractual obligations
- Ensure that robust change control is implemented at work bank level
- Provide timely and accurate work bank financial information to the work bank team
- Provide work bank reports monthly to the Regional Commercial Manager to enable robust financial reporting
- Proactively challenge, investigate and report on work bank financial performance
- Report on work bank level risks, issues and opportunities, highlighting key items for discussion monthly
- Provide work bank level reports on project defects liabilities/allowances, pain/gain share and other contract specific changeable values
- Create and complete monthly work bank level CVR summary reports
- Use insight from work bank level CVR summary reports to proactively assist the Regional Commercial Manager and Head of Region to make informed decisions
- Submit work bank level applications for payment, reviewing cash flow and advising on income and liabilities
- Take work bank level responsibility for the provision of information required to meet commercial key performance indicators as outlined under contracts
Challenge and support to identify best value solutions
- At work bank level challenge development and delivery to ensure best value solutions are utilised and efficiencies and innovations are clearly communicated to the client
- At work bank level feedback lessons learnt and advise the wider team as to positive and negative commercial impacts resulting from specific scenarios, facilitating continuous improvement
Build and manage effective supply chain relationships
- Build and maintain effective and productive working relationships with a key regional supply chain
- Provide support and inform procurement choices by sharing supply chain knowledge with the wider team
- Assist the Regional Commercial Manager in the provision of effective supply chain feedback to the wider business
Build and maintain effective and professional Client relationships
- Work with the wider internal team, to assist in development of contractual understanding
- Form a strong working relationship with the Regional Commercial Manager, effectively communicating work bank level commercial position monthly
- Build strong relationships with the key members of the regional team
- Build and maintain professional working relationships with Clients to enable open and honest discussions creating win-win solutions
- Regularly engage with the Client to inform them of their individual contract or work bank position to create "surprise free" final accounts
- Create a cash flow forecast, revised monthly, to submit to the Client
- Where necessary assist the Client to manage projects by advising of critical commercial decision dates to maintain programme
- Attend commercial meetings both internally and with clients making positive contributions to overall commercial management
Skills / Knowledge / Experience
- QS experience in either Rail, Power, Civils, Oil and Gas
- Experience in interpreting contracts/contractual terms
- Good working knowledge of I.C.E.
- Commercial management experience
- Technical qualification as a QS
- Knowledge of key external networks that adds value to Story (Rail division)
- Excellent communication and negotiation skills
