Our local authority client based in Harrow are currently recruiting for an experienced Highways Compliance Officer.

Duties

To ensure compliance with your responsibilities as laid out in the Council's equal opportunity policy and take an active role in promoting equality and diversity and to Harrow's diverse community.

Service Specific Duties/ Accountabilities

To be responsible for day to day inspection and enforcement regimes for statutory street works and highways inspections and report on conditions to bring about improvements.

To deliver the Councils statutory functions by ensuring street works activities comply with the New Roads and Street Works Act 1991 and the Traffic Management Act 2004 and all associated codes of practice including the London Permit Scheme.

Ensure that sample and routine inspections of statutory undertaker's and highway authority's works are undertaken in accordance with safety at street works and road works code of practice and that the specifications required for the reinstatement of openings in highways are adhered to by statutory undertakers as set out in code of practice

Ensure that inspections of defects are undertaken in accordance with agreed working practices, the relevant legislation (Highways Act 1980) and associated Code of Practice for Highways Maintenance (COPHMM) and ensure that works promoters undertake remedial action within the given timescales.

To assist in investigatory inspections including coring programmes, to ensure compliance with relevant codes of practice and agree remedial actions required.

Work with network officers and coordinators to ensure that fixed penalty notices are issued in accordance with relevant legislation and codes of practice.

To work with other sections and departments by supplying information and data regarding street works and activities on the network.

To ensure that the Councils statutory obligations are met in accordance with the relevant legislation by undertaking inspections to assess whether works on the publicly maintainable highway are unreasonably prolonged and issuing charges where non compliance is identified.

To prepare, as necessary, reports and statements of evidence for legal proceedings resulting from contraventions of legislation under supervision and to attend court to give evidence on behalf of the Council as required.

Carry out the periodic highways inspection regime, reporting the condition of the highway asset.

Carry out the periodic highways inspection regime to set timescales as set out in the London Borough of Harrow Inspectors' Handbook, identifying and marking out defects, and issuing orders for routine repairs and passing complex issues to Engineers for further action.

Carry out sample inspections on completed highway authority works to ensure that quality control and accuracy of measuring by contractors is maintained.

Promote and maintain effective contacts and relationships with customers, customer representatives, Council officers, Members and external contractors as appropriate, to facilitate effective service delivery and development.

Investigate and respond to complex and contentious customer service issues, taking appropriate actions to resolve customer concerns and carry out any actions required to prevent the issue from reoccurring.

Influence and advise stakeholders to adopt best practice approaches to satisfy the needs of the community and help Harrow achieve its targets as a high performing Council.

Operate management systems to record progress of work schedules and report reasons for non completion of work.

To undertake other reasonable duties consistent with the grade and level of the post.

A working knowledge of relevant Health, Safety and Welfare legislation and approved Codes of Practices.

Comprehensive knowledge and understanding of the London Permit Scheme Comprehensive knowledge and understanding of the Traffic Management Act 2004 and New Roads and Street Works Act 1991.

Understanding of the political context and environment of Local Government.

Experience of carrying out enforcement actions in relation to highways and street works, including evidence preparation and presentation of legal cases
Experience of partnership working with internal and external partners A/I
Experience in the use of management systems and mobile working technology.

Experience of providing an effective inspection regime and evidence of using regulations, including financial penalties to achieve statutory objectives and targets.
Experience of working under pressure and to strict deadlines in a demanding environment
Street works supervisor qualification and current registration, or relevant experience.
Possession of a full, clean current driving licence
Evidence of continuing professional development
Excellent verbal, presentation and written communication skills
Able to deal effectively with members of the public
Ability to create effective working relationships with internal and external partners
Ability to communicate effectively with a wide variety of people, face to face, via letter, email and on the telephone in an open and honest manner
Ability to use PC based word processing, presentation packages, spreadsheets and database packages
Must have a clear understanding and demonstrate commitment to Equal Opportunities in employment and service delivery
Ability to carry out duties outside normal working hours as may be necessary including rapid response to emergency situations

Able to work outside in all reasonable weather conditions
