Working on behalf of a Local Authority, Aatom Recruitment has an excellent opportunity for an experienced Human Resources Adviser on a 12 month contract. They would like someone who has the experience and knowledge in the following:

Purpose of the role -
* To provide high quality HR Advice to the Local Authority
* To ensure a high quality level of HR support to the Pay Review Project
* To deliver staff and TU consultation requirements as part of the Pay Review Project
Duties/Responsibilities -
* To assist in the delivery of development and implementation of Organisational Development, Policies and Procedures to accommodate the needs of Departments in line with the Corporate Agenda.
* To provide a comprehensive, high quality and efficient human resource advisory service to customers, ensuring that management needs are met within corporate policy goals.
* To provide a human resource consultancy service to Directors, Assistant Directors and managers across the organisation.
* In line with HR and corporate strategies, be involved in developing systems and practices which will secure the effective delivery of services, and to take the lead on such projects as directed.
* Providing advice on complex employment issues.
* To work with colleagues from Human Resources to ensure consistency of advice and approach across the Council, in all directorates.
* To maintain an up to date working knowledge of Employment Legislation, case law and conditions of service matters with a particular emphasis on Diversity.
* To assist/lead on consultation and negotiation arrangements with the trade unions and professional associations in order to secure effective employee relations.
* To build effective relationships with all Human Resource Service receivers including elected Members, School Governing bodies, Employees, Trade Unions, National Employer's Organisations and other appropriate contacts and networks.
* To prepare and present management reports as appropriate.
* To ensure that up-to-date and correct Human Resource related statistical Information and reports are readily available for Corporate Directors and Directorate Management Teams by maintaining Human Resource systems.
* To provide an effective and responsive HR service to our internal and external clients.
Knowledge/Skills/Qualifications/Experience -
* Local Government terms and conditions
* Trade Union consultations
* Job Evaluation experience MUST
* Excellent communication skills - both oral and written
* Ability to weigh up various options and give sound and clear advice
* Staff management/supervisory role
* Up to date Employment Law knowledge
* Employee consultation process
* Knowledge of and commitment to equal opportunity/Diversity strategies
* Local government conditions of service framework
* Human Resource enabling experience
* Providing a high quality Human Resources service to senior management
* Consultation & negotiation processes with trade unions
* Developing Human Resources policies & procedures
* Change Management
* I.P.D. Qualified or equivalent
