The Asset Strategy Manager role is new within the Asset Strategy team.  The role has been created to support a number of key opportunities, namely: assessing the effectiveness of the Council’s existing housing stock, to identify what, when and how future capital investment should be directed.  The outworking of this will be through “Estate Plans”, assessing the performance of the housing stock in an area against a range of financial and qualitative measures; identifying strategies to improve poor performance; and looking for opportunities to extract more value from the portfolio to deliver more homes for local residents. In other words, the purpose of an Estate Plan is to guide day-to-day decision making by setting a strategy for the long term future for the estate, whether that be, for example, a continuation of the current investment plan; disposal of parts; or potential redevelopment.
 
The Asset Strategy Manager will support the Senior Asset Strategy Manager to deliver the rolling programme of “Estate Plans”, circa 10 plans per year.  The role will involve engaging with and influencing a range of stakeholders, including other CWH staff, senior Council Officers, Councillors and residents.
 
The ideal candidate will be educated to degree level, ideally in a quantitative discipline (Geography, Economics, Finance, Planning or Property), RICS membership would be desirable. You will have an awareness of the broader policy environment, particularly in relation to housing and regeneration as well as an understanding of delivering neighbourhood planning. Delivering these high profile plans will require an individual with strong analytical skills, excellent communication skills (both written and verbal) and the ability to think strategically with an eye for detail.
