Diben y swydd:

Mae rôl swyddog yr amgylchedd yn cynnwys gwaith cynllunio ac adweithiol ar draws nifer o raglenni gwaith statudol, gan ymdrin â dŵr, amaethyddiaeth a gwastraff, yn ogystal â darparu gwybodaeth i amrywiaeth eang o gwsmeriaid mewnol ac allanol. Mae'r dyletswyddau allweddol yn cynnwys:

  • Ymgymryd â chamau gorfodi, gan gynnwys gwyliadwriaeth, gwaith arolygu, monitro, arolygon, ac ymchwiliadau eraill. Cynhyrchu dogfennau gofynnol mewn modd amserol yn unol â safonau ansawdd Llywodraeth Cymru y cytunwyd arnynt. Creu papurau tystiolaeth ar gyfer achosion a chyflwyno deunydd o'r fath yn y llys neu mewn cyflwyniadau ysgrifenedig fel sy'n ofynnol gan y broses gyfreithiol. Ymgymryd â phob cam gorfodi mewn ffordd sy'n gyson â pholisïau a chanllawiau Cyfoeth Naturiol Cymru. Cysylltu gydag asiantaethau gorfodi eraill.
  • Ymateb i ddigwyddiadau a'u rheoli er mwyn sicrhau bod yr effaith amgylcheddol yn cael ei lleihau.
  • Diogelu a gwella'r amgylchedd drwy reoleiddio safleoedd a gweithgareddau caniataëdig i sicrhau cydymffurfiaeth ag amodau trwyddedu, ac i annog perfformiad amgylcheddol gwell.
  • Rheoli prosiectau partneriaeth a chontractau i gyflawni canlyniadau amgylcheddol.
  • Dehongli a dadansoddi data dadansoddol o ran cydymffurfiaeth â thrwyddedau.
  • Rhoi cyngor ac arweiniad i amrywiaeth eang o gwsmeriaid ynghylch problemau amgylcheddol.
  • Cyflwyno amrywiaeth o fesurau i gefnogi'r gwaith o gyflawni statws ecolegol da o dan y Gyfarwyddeb Fframwaith Dŵr, y Gyfarwyddeb Dŵr Ymdrochi a deddfwriaeth statudol arall.
  • Cymryd rhan mewn rotâu wrth gefn a galw allan a sicrhau y ceir ymatebion effeithiol, effeithlon, amserol a diogel i argyfyngau. Cydymffurfio â gweithdrefnau maes mewn argyfwng. Casglu tystiolaeth at ddibenion gorfodi lle bo'n briodol, gan gynnwys, pan fo angen, camau gorfodi ffurfiol o fewn gweithdrefnau a ddiffiniwyd i sicrhau cydymffurfiaeth â deddfwriaeth a thrwyddedau a roddwyd, ac adfer costau gan lygrwyr.

Job Purpose:

The role of an environment officer includes planned and reactive work across a number of statutory work programmes covering water, waste and agriculture, as well as provision of information to a wide range of internal and external customers.

The key duties include:

  • Undertake enforcement action including surveillance, inspection, monitoring, surveys and other investigations. Produce required documentation in a timely manner to agreed quality standards. Produce case papers of evidence and present such material in court or in written submissions as required by the legal process. Undertake all enforcement action in a manner consistent with NRW procedures and guidelines. Liaise with other enforcement agencies.
  • Responding to and managing incidents to ensure that the environmental impact is minimised.
  • Protecting and enhancing the environment by regulating permitted sites and activities to ensure compliance with permit conditions and to encourage improved environmental performance.
  • Managing partnership projects and contracts to achieve environmental outcomes
  • Interpretation and analysis of analytical data in relation to permit compliance
  • Providing advice and guidance to a range of customers relating to environmental issues.
  • Delivering a range of measures to support the achievement of good ecological status under the Water Framework Directive, Bathing Water Directive and other statutory legislation.
  • Participate in standby and call out rotas and ensure effective, efficient, timely and safe responses to emergency incidents. Comply with emergency field procedures. Collect evidence for enforcement purposes where appropriate, including, where necessary, formal enforcement action within defined procedures to ensure compliance with legislation and permits issued, and recovery of costs from polluters.
