Location: Central Birmingham
Salary: Up to GBP300 per day. (Ltd Co status)
Overview:
First Military Recruitment are currently seeking an Assistant Corporate Procurement Manager on behalf of one of our prestigious and high profile clients.
As a Corporate Procurement Manager your main duties will be to support the Corporate Procurement Manager in the delivery of major procurement projects across the end-to-end lifecycle, as well as developing documentation and uploading to the e-procurement tool.
Produce procurement sourcing strategies for specific projects and assist the development and on-going continuous improvement of the procurement tools and templates required by the Corporate Procurement Team.
Duties and Responsibilities:
The APM is responsible for developing procurement strategies and plans for projects within GBP10k-GBP1m and supporting the Corporate Procurement Manager in the development of strategies and plans for larger scale projects.
* Manage procurements through the procurement life-cycle stages from identifying the business need to contract award drawing on internal and external resources as required;
* Advise on applicable EU and UK procurement legislation and developments, applicable government policies and procurement routes; to ensure that all activities are comply with regulations.
* Promote importance of procurement across business units and best practice through continuous improvement so that procurement processes are effective in delivering objectives.
* Manage the e-procurement solution for specific categories/projects ensuring all projects are advertised sufficiently, information is correct and meets all UK government transparency requirements and EU procurement legislation. Lead on continuous development of the tool.
* Develop processes and review policies relevant to major professional services or indirect procurements in order to ensure they are in line with strategic business objectives.
* Participate in team meetings for procurement, provide specialist guidance and enable the implementation of policy, projects and change initiatives.
* Provide monthly reports to the Corporate Procurement Manager which evidence successful delivery of projects.
Essential Skills and Qualifications:
* Basic knowledge and understanding of procuring through OJEU, established Government frameworks and Utilities directives.
* Good analytical and report writing skills
* Skilled in compiling tender and commercial documents
* Demonstrable use of e-tendering solutions
* Member of CIPS or studying towards final stages of qualification
* Awareness of government initiatives and policies with ability to assess relevancy and defend applicability;
* Working knowledge of the Utilities Contract Regulations;
* Track record of procuring Professional Services Consultancy services and other indirect projects/spend categories
* Good understanding of supply market for Professional Services Consultancy services and indirect goods and services relating to infrastructure projects
* Knowledge of working with or for publicly funded bodies including central government departments;
* Good knowledge of different forms of contract and risk allocation.
