Are you an expert within the procurement world? Interested in applying your expertise into one of the largest organisations in the West Midlands?

You will manage & have responsibility for your own portfolio of procurement, developing a strategy for this work and then leading on the associated procurement processes for this area. Your expertise will be utilised to enhance the procurement capability in the organisation. Liaising with internal and external stakeholders, you will develop approaches and processes to achieve agreed outcomes and value for money for the force.

Specific Role Responsibilities:

* Use basic strategic and process tools, research and analysis to develop sub-category strategy and contribute to development of Procurement/category strategy.
* Undertake strategic sourcing and bench-marking of products and services within the category and produce reports as a result.
* Conduct market, product, supplier and organisational research to establish a base of knowledge about existing and future requirements and potential opportunities.
* Implement strategic supplier management processes to support the development of best practice, supplier relationships with the force and lead best value initiatives with key suppliers.
* Develop new contracts as needs, maximising value for money when doing so.
* It is required that the successful candidate be a full member of the Chartered Institute for Purchasing and Supply, is conversant with current procurement regulations and is able to demonstrate commercial acumen.

* Develop new contracts as needs, maximising value for money when doing so.
* Ensure that all procurement activity undertaken focuses on the wider commercial opportunities in addition to ensuring compliance is maintained.
* Support and where appropriate lead on supplier engagement activities for areas of responsibility as and when required.
* Identify and agree a programme of contracting activity to ensure that all contracts are re-negotiated correctly. Identify opportunities for improving value for money and cost efficiencies. In particular, assist in the development of detailed plans to meet efficiency cost savings targets.
* Develop and maintain relationships with stakeholders via account management liaison and ensure that a meeting framework is in place to understand business requirements and resolve issues. This is so as to ensure that Contracts and Procurement is recognised as a centre of expertise and a first point of call when procurement decisions are being made.
* Participate in external networking and benchmarking activities with the police sector, central and government organisations etc.
* Develop strategies for planning, forecasting and monitoring supplier performance against pre-determined milestones, to ensure that contractual obligations and KPIs are met, taking corrective action where targets are not met.
* Manage projects to ensure the delivery of Procurement/category strategy on time and within budget using recognised and approved methodology.
* Maintain and lead an expert level of supply market knowledge for assigned category of spend. Designing, developing, implementing and refining procurement and supply policies and strategies that result in improved value for money for the force.
* Prepare written reports, briefing notes and presentations on a range of Procurement issues, including Procurement/category strategy, compliance, training and communications.
* Be proactive in identifying business and forecasting information, constantly updating public sector/market knowledge in order to provide added value.
* Ensure that contracts are tendered, agreed and delivered in accordance with UK/EU Legislation and the Authority's Standing Orders, financial regulations, policies and processes.
* To concentrate on proactive rather than reactive outputs for post holders work.
* Monitoring of benefits realisation and, where necessary, taking corrective action if they fail to materialise for post holders procurement activities.
* Refer complex or high risk issues to Procurement Manager.
