We are currently working on behalf of one of the UK's largest and best known building contractors. With a regional base in Bristol, they carry out some of the region's highest profile schemes up to GBP100 million in value. Due to ongoing growth, they have approached us with the need to recruit an experienced Building Services Manager, initially to deliver the M&E aspects of a flagship and very technical building project in Cardiff.

You will be responsible for the following:
- To provide a consistent, reliable services to site teams across the Business.
- Manage a team of m/e engineers. To ensure your team of mechanical and electrical engineers take responsibility for ensuring that Mechanical, Electrical and PH works undertaken on site are completed safely maintaining quality, program and cost.
- Carry out weekly meetings with the team, MEP Contractors, to review the following matters and schedule forthcoming activities in line with Job Book.
- Contractors design, program and progress.
- Monitor and report on Contractors Procurement and Labour schedules
- Review Method / Risk / Health and Safety statements
- Testing and commissioning program and process (with CML)
- RFI schedules and progress.
- Quality Management of MEP installation instigating Test and Inspection Plan
Commissioning management
- Statutory Services Providers

Pre-Construction Activities
- To ensure best practices are promoted across the company, and provide a fulcrum to promote innovation and continuous improvement.
- Provide specific technical reports on request.
- Ensure that tenders received from subcontractors are in accordance with required specification and assists in the development of the companys bidding / supply chain.
- Advise the bidding / construction team on costs of M&E design, including considerations to changes in specification and details.
- Ensure that the clients requirements are correctly interpreted and taken account of up to completion of the M&E design whilst having regard to the companys contract sum.
- Evaluate all tender returns from subcontractors for inclusion into the companys tender.
- Review M&E design information at tender stage and undertake full design gap analysis to advise the bidding team of any design shortfalls.
- Produce Value Engineering options
- Ensure MEP tenders are compliant with BREEAM expectations
- Ensure MEP tenders are compliant with Part L Building Regulations regarding Carbon reduction management
- Evaluate potential costs for Statutory services as budgets
- Attend site visits during the tender process
- Assist, when required, in tender settlements.

Design Activities
- Ensure M&E designs and details produced are economic and do not exceed budget or estimated cost without good reason and are in conformance with the specified or detailed requirements for quality.
- Carry out cost checks on M&E design proposals and escalate serious deviations as appropriate.
- Monitor, coordinate and control the flow of M&E design information to ensure the timely release of information for construction activities.
- Ensure the M&E design is validated on completion of the works.
- Attend main design team meetings.
- Arrange and lead M&E design meetings with subcontractors and clients.
- Prepare and issue minutes from M&E design meetings.
- Comment on M&E design drawings.
- Comment on architects and engineers drawings.
- Comment on coordination drawings.
- Ensure M&E information released for construction has been reviewed by all interface designers and construction team and amended / approved prior to issue for construction and is in line with the specification / contract

Construction Activities
- Liaison and management of M&E subcontractors.
- Produce Risk and Opportunity Schedules Management of Statutory Services Providers, Electricity, Gas, Water and Telecoms
- Deliver the M&E aspect of the project within the authorised budget, optimising cost and quality parameters.
- Ensure that production controls are in place for monitoring, reporting, benchmarking works and improving performance.
- Assist in the production of O&M manuals on the completion of the project.
- Arrange and lead specific workshop design meetings with M&E and necessary design team members.
- Document control. Vet and comment on technical submissions.
- Prepare and agree quality inspection and test plans specific to M&E scope of works with M&E subcontractors.
- Witness stages of installation and sign off of systems testing.
- Witness equipment pre-commissioning testing.
- The management and closure of NCRs (non-conformance reports) and corrective action reports.
- Oversee the M&E document quality produced by the S/C.
- To comply with Health, Safety and the Environmental requirements on each contract, in compliance with current legislation and as contained within the Health and Safety Management System. Where unsure and assistance is required liaise with the appointed Health and Safety Advisor.
- At all times actively lead by example as a representative of the company ensuring that all working relationships internal and external customers are consistent and to the highest standards.
- Reviewing and signing off method statement and risk assessment.
- Ensuring that that the Company Quality Management Plan and Project Quality Management Plan are understood and complied with in their entity.

The successful candidate will have:
- Building services qualification and/or membership to affiliate group
- A mechanical bias
- Experience of working within research, healthcare, laboratories.
- Extensive experience within a main contractor.
- And will be likely to:
- A member of CIBSE
