JOB DESCRIPTION

Job Title HSE Lead (Account Based)
Business Sector HSE
Area / Location EMEA (based in London)

Purpose of the Job
1. To identify, develop and ensure business wide adoption of the appropriate HSE Compliance strategy in line with the Clients Health and Safety strategy, policy and process.
2. To monitor, review & analyse HSE performance identifying appropriate initiatives & differentiators to ensure performance improvement across EMEA.
3. To manage the implementation of the Clients defined HSE strategy to ensure a safe and healthy compliant working environment whilst furthering best practice standards within the account and the supply chain.
4. To establish a collaborative 'working partnership' within the account to facilitate the achievement of consistency in best working practice, delivered through the definition and adoption of working practices that provide and maintain confidence in service delivery and drive continual improvement.

Key Responsibilities

1 You will be responsible for driving forward and implementing the accounts HSE central function in accordance with ethical guidelines and corporate policies of both CBRE and our client and the delivery of Contractual HSE related KPIs with demonstrable evidence of legal compliance. You will have experience of operating at both managerial and operational levels across.
2 Provide transitional support of the health and safety high level on-boarding process of the new entity, ensuring client requirements are fully understood and providing a project management approach to on boarding from a business standpoint. Liaise closely with the central on-boarding team and other internal client teams involved in the on-boarding process.
3 The role requires cross-functional coordination of client, sales and operational initiatives.
4 Develop, implement, manage & review the account specific HSE business plan and objectives in line with the objectives for the client. Including the long term forecasting and planning for both policy and resource requirements.
5 Liaise with the CBRE business line leaders and the client to ensure expectations are understood and delivered, as far as is reasonable enabling suitable management of risk exposures.
6 Enable compliance with all business-wide policy and strategy through management system audits. Ensure an up to date schedule for necessary and appropriate audits/inspections is maintained and the necessary audits/inspections are carried out in accordance with this schedule.
7 Ensure the systems and processes you implement across EMEA reflect the intentions of CBRE and the client and are in compliance with best industry practice (ISO 9001, ISO 14001, and OHSAS 18001 (or similar regional alternatives).
8 Manage account based HSE team, resource and budgetary requirements and both lead and facilitate necessary dialogue to resolve any resource conflict or related HSE concern at senior stakeholder level.
9 Lead the provision of guidance and practical expertise on HSE topics ensuring there is appropriate day-to-day support and guidance to our team, our supply partners and the client.
10 Responsible for risk management across the client's portfolio. Accountable for co-ordinating activities across EMEA to achieve full compliance related to KPI activities.
11 Lead & support initiatives and best practice activities in all areas of HSE management and promote and maintain the behaviours and values of the business.
12 Lead the development and maintenance of the Clients HSE training strategy. Support it's delivery to enable standards of HSE competence to be achieved and maintained across UK&I.
13 Manage the business relationship with externally sourced HSE resource as required.
14 Ensure the achievement of agreed business functional standards and service level agreements.
15 Compile appropriate performance reports for the business / work stream and maintain performance monitoring, analysis and review against established metrics and standards to drive improvements.
16 Support the achievement of good industry practice, business competitiveness, and the development of a learning organisation.
17 Support effective business communication through advice, review, leadership and direct contribution to management and team meetings, briefings, consultation forums, correspondence, publicity, monthly and ad-hoc reporting and other publications, as appropriate.
18 Support the health, safety and environmental aspects of new business initiatives, participation in presentations and consultation meetings.
19 You will own client relationships at management level that povide performance assuarances and enhance CBRE's HSE standing and provide absolute assurances to the client and to CBRE Senior Stakeholders.

Accountabilities

1. Accountable to the Divisional HSE Director GWS EMEA (Enterprise Accounts, EMEA)
2. Functionally responsible to the Alliance Director

PERSON SPECIFICATION

Education [Essential] A good general education. A formal management qualification in Health & Safety management and Environmental management. Practical application of auditing and membership of the IIRSM or IOSH at Diploma level, or equivalent. With a number of years of relevant post qualification experience.

[Desirable] Formal qualifications in environmental management system auditing or Safety management system auditing.

[Essential] Conversant with (ISO 9001, ISO 14001, and OHSAS 18001, (or similar regional alternatives).

Training [Essential] Incumbents must be able to demonstrate a career showing continuous personal development in the related field of HSE.

Experience [Essential] Specialist and strategic managerial experience in Health, Safety, and Environmental Management. A practical and demonstrable knowledge of liaising with enforcement agency / insurers.

Practical experience must include;
Risk Management strategy development and implementation
Monitoring and Analysis of management system performance
Development and implementation of policy and process
Environmental risk and 'resource' evaluation and management
Positively articulate HSE through suitable presentation media
Accident/Hazard investigation & analysis to drive improvements
Development and delivery of HSE training.

[Desirable] Working knowledge of varying business sectors.

Aptitudes Excellent verbal and written communication skills.
Numerate with a high degree of computer literacy.

Character Excellent motivational and influencing skills.
Able to contribute effectively and on equal terms across all business activities.
Politically astute with a sound understanding of current issues.

Incumbents must have a high level of energy, be self-starters, confident and stable in manner, and be able to prioritise and work on a range of activities within a high pressure environment.

Circumstances Incumbents may be required to travel across the EMEA region and on occasions, support new business initiatives, and participate in training and strategic reviews. Occasional overnight stays will be needed
