This role for a Council Tax Officer has been released on a temporary basis 3 months initially

Main Duties:

* To administer, collect and recover Council Tax, Business Rates, Business Improvement District Levy and Housing Benefits overpayments promptly, accurately and efficiently having due regard to the legislation and ability of the customer to pay and the Council Recovery Policy. Demonstrate at all times an awareness of scheduled recovery action on Council Tax, Business Rates and Housing benefit Overpayments.
* Process and respond to correspondence and information from tax and rate payers, owners, landlords, tenants and other sources, in relation to relevant legislation to ensure that Council Tax and Business Rate liabilities, Business Improvement District Levies and Housing Benefit overpayments are actioned accurately within agreed timescales, thus contributing to the team's processing targets. Undertake all telephone, face to face and other enquires as required, ensuring advice is accurate and clear to ensure excellent customer satisfaction.
* Ensure compliance with relevant legislation, by instigating recovery action for non-payment by assisting the team leader in the Magistrate's or County Court. Liaison with the Council's bailiff(s) including selection of cases, referral of Liability Orders and monitoring the progress of the Bailiff to ensure the income of the Council is maximised from debtors. In the case of disputes ensure that any necessary suppressions or referrals are set to avoid next stage recovery action being taken, thus minimizing customer dissatisfaction and complaints to the service.
* Interpret an apply legislation to determine and apply decisions in respect of liabilities, exemptions, discounts and other reliefs in accordance with law and policy guidelines. Handle enquiries to identify exemptions, discounts and reliefs for Council Tax and Business Rates. Submit and reconcile these on the relevant IT systems within agreed timescales to achieve the Council's service objectives.
* Maintain accurate Council Tax and Business Rate "update schedules" by updating the IT systems within agreed timescales and reconciling totals to Valuation Office Agency totals where appropriate. It is essential that the Valuation Office Agency Council Tax and Business Rates lists are in balance and reconciled as this forms part of the annual audit Inspection.
* Liaise with Visiting Officers in relation to establishment of liabilities, discounts, reliefs and other queries, including the completion of new properties and the alteration of existing properties to ensure the tax bases are correct.
* To assess and issue both Council Tax and Business Rate cases for post bailiff recovery action including Attachment to Earnings, Committals, Charging Orders, Liquidations, Bankruptcies or investigations by debt recovery agencies to ensure the income of the council is maximised from debtors.

You should match the following criteria:

* A full working knowledge of Council Tax and Business Rate legislation, Rent legislation and Housing Benefit overpayment legislation interpretation and practice such that the role holder is able to understand, explain and implement complex pieces of legislation within the structure of Cornwall Council policy and procedural arrangements.
* Experience in using PC based software applications, demonstrated by an ability to use word processing to compile letters, and spreadsheets to review data.
* Experience of customer and public contact, demonstrating excellent communication, negotiation and interpersonal skills across a range of media.
* Knowledge of the law and practice relating to the recovery of Council Tax, Business Rates Housing Benefit overpayments and Business Improvement District levy via Distress, Attachment of Earnings, Bankruptcy, Liquidation, Committal Action, Charging Orders etc.
* Ability to effectively manage and prioritise workload in a pressurized, target driven organization, demonstrated by experience of a performance management regime, recognising the contribution towards service plan performance targets.
