PFI Contract Manager

Prestige Recruitment Specialists are currently recruiting for a PFI Contract Manager to work within a large public sector organisation in the Leeds area.
The post holder will support, co-ordinate and administer the activities in the delivery of the various capital, revenue and privately funded schemes developed for the delivery of housing related services and regeneration of cities housing stock

Key Responsibilities:
• To lead and be accountable for the effective contract management of the housing Private Finance Initiative projects and outputs.
• Be accountable for the achievement of service performance, outcomes, targets and objectives within the approved budget for the service.
• Provide active support, advice and leadership on all aspects of project and contract management for investment programmes.
• To be responsible for the planning, development, monitoring, review and performance for all areas of the Contract Management Team output.
• To review, recommend and redraft if necessary contract policies and procedures, ensuring they are fit for purpose, including statutory and legal responsibilities and protect all interests, both written and implied.
• To lead negotiations of contract variation, amendment, extension or dispute with contractors and operational managers making recommendations where appropriate.
• To continually champion VFM from within the contractual framework, exploring areas, from within the contracts, that VFM can be improved.
• To develop and lead an effective and compliant commercial review programme on all Divisional related contracts ensuring full visibility, accountability and value of funds spent making recommendations where appropriate.
• To manage the divisions risk management framework developing full reporting requirements.
• To implement a robust, appropriate and contract compliant approach to the management of all divisional contracts and SLA's, ensuring this includes effective governance; audit and risk management arrangements are in place.
• To report regularly on all aspects of divisional contracts as required.
• To ensure sufficient contract documents are recorded and evidence secured through negotiations.
• To ensure all housing contracts are managed, tendered or extended within a timely manner, in accordance with the Corporate Procurement Rules

Experience and Qualifications:
• Ability to provide visible and supportive leadership, which empowers, enables and develops staff to achieve results.
• Management experience in a service or operational area
• Ability to manage and monitor performance effectively and set clear objectives for the review of individual and service level performance
• Ability to coach and mentor staff and other managers effectively to develop a culture of high performance.
• To be able to demonstrate examples of managing services, implementing change and achieving quality transformational outcomes.
• Ability to manage competing priorities whilst delivering on a range of programmes and adapting to changing circumstances and priorities.
• An understanding of community issues relevant to the area of service delivery in the remit of the post.
• Ability to put corporate vision and values into practice through agreed policies and strategies.
• Ability to produce comprehensive high quality reports, business cases and to deliver presentations to a diverse audiences.
• Understand and ensure compliance with the legal, financial, governance and control frameworks including risk management.
• Understanding of local government political systems and experience of working on politically sensitive issues.

Term: Temporary
Hours of work: Full time
Salary: GBP41,025
