Job Title: Building Control Partnership Manager

Location: Melton (placement also possible in Ipswich or Lowestoft)

Salary: £54,625 - £62,430 per annum

Hours: 37 hours per week

Closing Date: 20th May 2018

Main Purpose of Job:

Responsible for the development and on-going performance, of the Councils' joint Building Control Partnership (IESBC), including:

  • Its strategic, commercial and business growth, and promotion;
  • Delivery of the statutory requirements of the three councils, as a single team, with respect to Local Authority Building Control;
  • Overall management responsibility for the team through the respective team leaders.

In particular, the post holder will be responsible for strategic planning, and leading on the commercial marketing and reputation of the IESBC service, both to increase market share within the area and explore commercial opportunities for further income generation. This will involve working closely with existing clients as well as proactively seeking new clients and markets.

Key Responsibilities:

  • To lead on and deliver a high quality, customer focussed Building Control Service across the Councils' area.
  • To undertake business development for the new service with the purpose of identifying, securing and maintaining new sources of income generation within and beyond the IESBC area. This may include opportunities for the IESBC service to provide services for/within neighbouring authorities.
  • To develop and manage the business of the combined Building Control Service to deliver efficient and effective building control and to ensure full cost recovery in accordance with statutory guidelines.
  • To provide a comprehensive service including applications, site inspections, dangerous structures and demolitions.
  • To act as each councils' principal technical adviser and expert on building control matters and to be responsible for statutory technical and legal compliance with the Building Act and Building Regulations.
  • To make decisions on building regulation matters in accordance with each respective Council's schemes of delegation.

Key Requirements:

  • Proven track record in a relevant professional area at a senior level, in a large multi-disciplined organisation, with particular emphasis upon Building Control.
  • Experience of working at a senior level in a political context, building and maintaining effective relationships.
  • A track record of working and forging successful partnerships with a wide range of internal and external bodies.
  • Experience of developing and sustaining a culture that meets the needs of and engages with customers and staff within a safe, open and high performing work environment.
  • Budget management experience.
  • Excellent interpersonal skills.
  • Strong negotiating skills.
  • Report writing skills.
  • Presentation skills.
  • Rapport building.
  • Proven forward planning and organisational skills.
  • Ability to deliver complex projects within deadlines and budgets.

Education, Training and Experience:

  • Relevant degree accredited by the RICS and/or CABE.
  • Ability to demonstrate Continuous Professional Development.
