They are currently looking for a highly experienced Strategic & Commercial Asset Manager to act as lead officer in the development of asset and capital strategies that seek to deliver meaningful savings to the Authority and improve service delivery and accessibility, bringing forward potential new projects as necessary.

Using the experience gained in working in a commercial environment, you will develop, lead and take forward strategies and opportunities aimed at securing significant capital investment into the Company's assets.

Principal Responsibilities:

Under the direct line-management of the Head of Fixed Assets, contribute to the successful management and development of the Council's estate as follows:

  • Act as the lead professional in Fixed Assets in all matters relating to capital and asset planning, estate rationalisation, asset performance, investment prioritisation, changing service needs, project feasibility studies, identifying assets for disposal or purchase. Use knowledge of external markets to identify and create commercial and project opportunities in line with Council priorities, bidding for public and external funding, undertaking and structuring new business ventures working with colleagues and working with private sector partners including in JV or LABV arrangements, advising the Head of Fixed Assets as appropriate.
  • Lead and manage the Estates & Asset Management Teams to ensure effective and efficient service delivery, providing advice and support to individual team members, undertaking staff appraisals and six month reviews, organising regular team meetings, monitoring staff performance, identifying and overseeing training needs and resolving issues that arise on a day-to-day basis, applying relevant Council policies, processes and procedures as appropriate, including undertaking responsibilities in relation to cost centre management.
  • Provide update reports on all relevant estate issues to weekly meetings of the FA DMT, identifying any concerns that have arisen and identifying appropriate solutions to ensure that the service continues to be delivered in an efficient and effective manner.
  • Liaise and co-operating with all client services where appropriate.
  • Developing working practices, in conjunction with instructing Services where appropriate, to assist with the efficient and economical delivery of services.
  • Prepare reports for and attend such meetings of the Council, Executive, Joint Board, Policy Group, Scrutiny, Major Projects Group, Strategic Partnership Board, Area Committees or any other appropriate body as may be necessary in connection with the post-holders duties.
  • Work closely with the Luton Excellence Team to ensure a consistency of approach, the development of effective working practices and cross-skills development.
  • Commission, where necessary, external technical, financial or legal advisers to support specific project work, monitoring progress and delivery of outcomes to ensure the Council receives value for Money.
  • Undertake other duties of a similar nature and level as requested by the Head of Fixed Assets, Corporate Director (Commercial & Transformation Services) or other senior officer of the Council.

The successful Candidate will:

  • Have expert knowledge of strategy development and implementation
  • Have extensive knowledge of commercial modelling and cost benefit analysis
  • Be able to negotiate with and persuade and influence others at a senior level, make presentations to interested groups and to achieve agreement or consensus between groups or individuals with differing aims.
  • Be able to prepare and present complex reports and undertake formal presentations on complex matters in a clear and comprehensible manner to both professional and lay audiences
  • Have in-depth knowledge of capital and asset planning, estate rationalisation and the pivotal role assets play in effective and efficient service delivery
  • Be a RICS Qualified & Registered Estate Surveyor, ideally in valuation
  • Have a strong background in team and line management
