Location: Luton

Salary: £48,747 - £51,543 a year plus £3,203 car benefit allowance

Job Type: Full Time, Permanent (37h per week)

Purpose of the Role:

You will be working within the property investment and acquisition team to lead on setting the strategy for and the management, investment, development and performance of LLAL's non-operational estate to deliver priorities set out in the Council's Capital Strategy, Asset Management Plan and Performance Plan. Through acquisition, disposal and reinvestment of assets and strategic management of the property investment portfolio ensure that the LLAL non-operational estate is both fit for purpose and delivers the income targets set out in the Council's Medium-term Financial Plan.

Principal Responsibilities:

  • Act as the lead professional within the Council in all matters relating to the management of LLAL's property estate. Establish investment strategies, strategic risk investment analysis and performance measurement systems to deliver high standards of active investment management. Seek to maximise income and capital returns from the portfolio and actively seek fresh investment opportunities and outlets by leading on the following
  • Preparing and annually updating property-specific business plans
  • Identifying new investment and development opportunities linked to performance Forecasting and property due diligence
  • Identifying reinvestment opportunities alongside retained assets to deliver higher yields
  • Disposing of redundant, obsolete or poor performing assets
  • Managing all LLAL properties held for investment
  • Managing all LLAL properties and land held for future development
  • Lead on property acquisitions for: LLAL. and LBC where these complement LLAL objectives. Identifying and sourcing properties, negotiating acquisitions and appointing and liaising with external professionals as necessary
  • Identify and bring forward proposals for the development of key assets including the LLAL commercial portfolio, strategic land holdings and development sites ensuring that the Council's financial returns are optimised in accordance with investment portfolio strategies and that the long-term interest is safeguarded in accordance with the Asset Management Plan and Capital Strategy
  • Act as the strategic lead for the Council to support specific LLAL land development projects, disposals and other capital projects aimed at optimising capital and rental values or contributing to corporate objectives, including the longer term growth of the investment return to the Council
  • Develop and provide a strategic liaison with LLAOL (the airport operator, London Luton Airport Operations Ltd) on behalf of London Luton Airport Ltd and other strategic partnerships and trusts, ensuring that the Council and respective Airport and Major Development Project Boards receive appropriate property ownership, valuation, and commercial viability advice and reports for making decisions and effective management
  • Lead, advise and actively engage in the procurement, instruction and management of consultants or contractors employed to assist with the delivery of the Council's and external client's strategic property investment and development projects and delivery of agreed capital receipt targets
  • Establish criteria for measuring the performance of the non-operational estate to enable benchmarking and best value comparison against and ensure that there is accurate and regular reporting against these measures

The successful Candidate will:

  • Have experience at a senior level in a commercial or public sector surveying including acquisitions and disposals, valuations, lease renewals and estate management
  • Have experience of policy and strategy development and experience of managing large investment portfolios
  • Be able to manage a large budget (circa 1m) and make sound professional judgements and decisions including high risk issues on property matters
  • Be a confident problem solver and be able to work using your own autonomy but also within a team
  • Knowledge and experience of applications of the Landlord and Tenant Act 1954
  • Be fully qualified with RICS accredited Estate Surveyor and Registered Valuer
