Location: Luton

Salary: £37,306 - £40,057 a year plus £3,500 market supplement and £3,203 car benefit allowance

Job Type: Full Time, Permanent (37h per week)

They are currently looking for a highly experienced Estate Surveyor to provide a high quality professional estate management and valuation service to the Council in order to fulfil statutory requirements and to support the Asset Management Plan and deliver the Corporate Capital Strategy.

Principal Responsibilities:

  • Manage and develop the Council's varied property portfolio, including the granting of new leases; lease renewals; licenses and agreements in accordance with the Asset Management Plan and Service Plans.
  • Negotiate rent reviews in order to maximise revenue income for the Council, meet best practice, secure Best Value and deliver relevant performance indicator requirements.
  • Undertake a wide range of estate management activities including dilapidations; insurance; repairs; licenses; wayleaves; assignments; change of use and subletting in order to maintain and enhance the investment portfolio.
  • Undertake the valuation of assets to an agreed programme and ensure compliance with accounting for assets in accordance with the CIPFA Code of Practice for Capital Accounting.
  • Undertake and manage the disposal of properties, including marketing, in order to maximise capital receipts in accordance with the Corporate Capital Strategy.
  • Undertake option appraisals; property reviews; and property searches as part of the Asset Management Planning Support Role.
  • Negotiate on behalf of the Council and undertake the acquisition of properties by agreement or under the compulsory purchase code in order to comply with the Council's Asset Management Plan and Corporate Capital Strategy.
  • Undertake the valuation and related investigations of properties and provide valuation reports for Right to Buy; loan advances; insurance; re-purchase, and 75% purchases.
  • Review the Council's non-domestic rates liability having regard to Rating Lists and material changes to hereditaments and make appropriate recommendations to protect the Council's interests and assets.
  • Ensure the effective management and occupation of operational and staff housing properties to meet the needs of occupiers and to protect the position of the Council.
  • Ensure that accurate and up to date records and information are passed to the Assets and Information Manager for inclusion in the Council's Asset Register.
  • Represent the Council at court regarding estate management issues.

The successful Candidate will:

  • Demonstrate experience at a senior level in commercial/public sector surveying including;
  • Be able to negotiate and influence others in relation to politically sensitive and often complex issues.
  • Be able to write accurate and detailed valuation reports/ 3rd party representations.
  • Be able to use word-processing, spread sheet and database packages to enhance service delivery.
  • Be able to prioritise, plan and organise own workload to meet conflicting priorities, targets and deadlines.
  • Have in-depth knowledge and application of the Landlord and Tenant Act 1954 Part 2.
  • Have Membership of the RICS/ISVA
  • Be able to access all parts of buildings/sites including use of ladders. (Frequency: weekly)
