Overview of the role
The Rolling Stock Renewals (RSR) delivery team is part of the Renewals & Enhancements Directorate within London Underground and is responsible for over GBP800m of capital works in relation to the existing passenger fleets (in particular the Central, Bakerloo, Jubilee lines) and well as London Underground's fleet of Engineering Vehicles.

The RSR Commercial Team is fully embedded within the delivery team and currently co-located at Templar House, Holborn and Acton Railway Engineering Works. Being embedded means that the Commercial team works very closely with Project Managers, Engineers, Planners and Project Sponsors in jointly developing requirements, specifications, programmes, delivery models, procurement strategies, tender documentation and undertaking of contract management with a 'one team' approach.

The current focus for the team is supporting the following projects:
- Central Line Improvement Programme - an integrated programme of works aimed at improving the reliability, safety and ambience of the 92TS fleet including projects to replace the existing traction equipment, data transmission system, a new passenger information system, LED Lighting, CCTV and making the saloon aligned with the Rail Vehicle Accessibility Regulations (RVAR). The programme has a value in excess of GBP300m.
- Bakerloo Line Life Extension and RVAR compliance - a programme aimed at prolonging the life of the 72TS fleet until its replacement by the Deep Tube Upgrade Programme from 2026.
- Jubilee Line Mid-Life Refurbishment - a live project which includes a refresh of the saloon interior and ensuring compliance with RVAR requirements.
- Engineering Vehicles - a programme of works to procure new or refurbish existing vehicles, aimed at growing the efficiency and effectiveness of infrastructure works undertaken on the Underground

Key Accountabilities
As the Assistant Commercial Manager you will be responsible for the commercial management of elements of the above programmes of work, from developing strategies for early market engagement, completing the procurement cycle and subsequent contract management. The Assistant Commercial Manager will contribute to an integrated Rolling Stock Category Management Plan.

Skills, Knowledge & Experience


- Succinct and clear oral and written communication skills (essential)
- Listening skills, tact and diplomacy
- Numeracy and data analysis skills (essential)
- Working towards CIPS, RICS, or equivalent professional qualifications

- Awareness of how commercial activities impact the delivery of projects and experience in delivering inter-related projects and programmes
- Awareness of JCT / ICE / NEC forms of contract and high level differences.
- The ability to appropriately track and administer contracts, including contract communications, change control, variation/compensation events, and valuation/certification/payments.
- A working knowledge or awareness of what constitutes a binding agreement/contract.
- Familiarity with procurement processes, procedures, and techniques
- Awareness of the UK and EU legislation around procurement.

- To have worked as part of a cross functional team.
- Confirmed experience of being involved in complex customer and supplier relationships and expectations in a projects and/or commercial environment.
- Proven experience in being involved in a tender and having a significant contribution to support contract award
