We are seeking an experienced and innovative Head of HR to develop and implement a people strategy for Social Work England.
Establishing Social Work England is a key part of achieving the Government's vision for the social work profession . Social Work England will promote public confidence and trust in the social work profession, bringing real benefits to the social workers up and down the country who work to support vulnerable children, adults and families.
Social Work England will be a separate legal entity in the form of a Non-Departmental Public Body (NDPB) operating at arm's length from government. Social Work England will be responsible for day-to-day operations and will be able to employ the staff it needs to carry out its functions, it will have its own governance arrangements and a clear set of responsibilities.
Based in Sheffield, with circa 120 staff, the new regulator will be responsible for registering over 95,000 social workers. During 2018, Social Work England will be recruiting its staff and working with the current regulator, the Health and Care Professions Council to ensure a smooth transition.
Job description
We are looking for someone with outstanding leadership, drive, and energy. An imaginative thinker, this role will give you the opportunity to create something new and shape how it works. You will be responsible for shaping the people strategy programme for the whole organisation and its contracted staff, implementing and embedding HR policies and procedures, and ensuring that the organisation's culture is aligned with the vision and values of Social Work England at a pivotal moment in its development.
Specific responsibilities
You will:
• Assist the Chief Executive, Directors and Managers when appointed in the development and implementation of leading edge HR and organisational development strategies that enable, and facilitate the achievement of required organisational objectives and cultural change.
• Develop Organisational Development strategies and policies that realise the full potential of employees and meet Social Work England's business and strategic objectives.
• Develop and implement an integrated Human Resource strategy, which creates a positive and consistent employer brand for Social Work England.
• Develop the corporate culture based around the agreed vision and values, provide a framework of clear accountabilities and decision making
• Manage the delivery of any outsourced HR Service, ensuring the delivery of high quality, timely HR support, organisational development, employee relations, recruitment, learning and development, performance management, reward, payroll, pensions and benefits.
• Manage end-to-end recruitment including writing and reviewing job specifications, candidate/agency sourcing, co-ordinating interviews with key team members and managing the on-boarding process, ensuring a positive candidate experience with both successful and unsuccessful candidates.
• Manage complex employee relations issues including supporting senior managers on restructures and staff consultations.
• Provide appropriate advice and guidance to staff on all aspects of HR policy, practice and employment legislation and actively promote an understanding of these throughout the organisation and ensuring legislative and legal requirements are met.
• Coach Managers to equip them with the right skills and behaviours to enable them to lead their teams through growth and change, to deliver appraisal best practice and maximising engagement.
• Take the lead in promoting equality of opportunity and respect for all
• Develop and implement organisational and cultural change programmes in a way that encourages innovation and a high-performance culture.
• Provide professional advice to the Executive and Senior Management teams on any human resources issues relating to new initiatives or partnering arrangements that Social Work England may be undertaking, ensuring legislative and legal requirements are met.
• Assume a focal position in employee relations negotiations between the union, staff, and Social Work England.
• Design and implement leadership, management development and talent management strategies to ensure effective succession planning.
• Prepare, monitor and control budgets for Human Resources and Organisational Development budgets.
• Manage the production of HR reporting statistics
• Ensure effective data security, Data Protection Act and Freedom of Information systems are in place and are monitored.
• Manage the HR operational risk register and HR strategic risks.
The Civil Service Competences will not be tested at sift stage. If invited to interview, the interview will focus on the following Civil Service Competences:

• Experience of leading an HR team and motivating, developing and performance managing individuals and of managing organisational change within a customer facing multi-disciplined organisation.
• Evidence of developing and successfully implementing: HR systems, policies and procedures; a performance management process and; developing, implementing and embedding reward, benefit and recognition systems.
Qualifications
Applicants must be educated to degree level.
A Management qualification is desirable as is knowledge of government, the regulatory or social care sector.
Memberships
Applicants must have full professional membership of CIPD.
