National Services Division (NSD) plans, funds and co-ordinates national specialist and screening services on behalf of NHS Boards and the Scottish Government Health and Social Care Directorates(SGHSCD).
Within NSD the National Network Management Service (NNMS) commissions a wide range of national clinical and diagnostic networks. It provides the networks with consistent, high quality managerial and operational support to ensure they achieve aims and objectives agreed through national commissioning. With our support, the networks can focus on what they are set up to do - adding value to healthcare in Scotland by supporting safe, effective, person-centred care.
The NNMS has now begun another new and exciting phase of development and seeks a Programme Manager who will be responsible for the effective planning, commissioning, co-ordination and performance management of a portfolio of networks and for delivering specific change initiatives to support the achievement of SGHSCD and NSS divisional objectives.
Reporting to a Senior Programme Manager, the postholder will join an experienced team of staff based in Edinburgh who support national networks across Scotland. He/she will contribute to the ongoing development of an effective National Network Management Service, including continuous quality improvement systems and processes to enable the service to meet current and future requirements. They will work in collaboration with Lead Clinicians, network members and other key stakeholders to drive and enable networks to deliver their aims and objectives to standards and timescales specified in service agreements.
Using planning, performance management, change, project, people and risk management skills the postholder will work with colleagues and stakeholders across Scotland and beyond to ensure that networks support clinical and other services to deliver high quality and effective services for the people of Scotland. These include service users, NSS and SGHSCD colleagues, NHS Boards, local and regional planning structures, health and other professionals from education, social care and voluntary organisations. Engaging with service users at this level requires the postholder to be able to commit to occasional out of hours work.
Applicants should be educated to degree level and should have a proven track record of NHS management, project management at a strategic level and of leading and driving organisational change successfully in a complex environment. The post requires excellent interpersonal, organisational and communication skills, including business report writing. Knowledge of acute health services and experience of working with national managed clinical and/or diagnostic networks is desirable.
The post will be based in Edinburgh, with frequent travel throughout Scotland and some UK travel on occasion. A pool/hire car is available for business use.
Any candidate who has worked overseas for more than 3 months will also be required to provide a criminal record check from the appropriate overseas agency.
