Job Role
An exciting opportunity has arisen within the Public Transport Directorate for a Transport Modelling Planner. You will assist in providing strategic and tactical transport modelling and analysis that informs Public Transport business decisions.

You will support the delivery of short, medium and long term plans for Public Transport Service changes, which support TfL's strategic objectives and which optimise's services for customer journey time, service reliability, network capacity and connectivity, and take account of value for money, operational constraints and customer priorities.

You will provide technically competent advice concerning complex strategic, service development and operational issues using modelling, forecasting and analysis. Also provide quantitative measurement of the potential impact on customers of business decisions through modelling and analysis of journey times, including the effect of crowding and congestion.

Key Accountabilities
• To provide analysis for senior business leaders to resolve complex strategic & operational problems. Timescales will cover from issues impacting in a few days through to the extent of the ten year business plan and beyond. Ensuring the customer is put at the heart of decision making through customer focused benefits analysis & metrics

• To provide analysis and modelling that is technically proficient, understandable and actionable to influence business and operational decisions to ensure the customer is at the heart of decisions through analysis of the impact of change on them.

• To develop, run and maintain a set of models ensuring they are up to date, validated, calibrated and fit for purpose.

• To provide expertise in Underground, Rail and pan-TfL transport modelling and analysis tools by integrating input from a range of professions to provide development that improves efficiency and innovation by using best practice and adopting procedures for quality assurance

• To improve the quality and efficiency of modelling and analysis to provide results for strategy and service development decisions across all of Rail and Underground. Including delivering procurement and research and development programmes to keep tools and models fit for purpose and meeting the growing needs of the business

• To provide advice informing TfL's contractual involvement in major, GBPmulti-million external transport programmes, such as national rail station upgrades, or TfL's Travel Demand Management programme, in conjunction with DfT and Network Rail. Provide analysis and modelling to help manage the contracts, input to reporting on Public Transport impacts such as increased congestion from combination of planned closures and events. To improve the reputation of Rail industries planning of closures through better analysis

• To supply analysis for robust, accurate and statistically valid performance measures for Public Transport. The measures are built into MD and local business scorecard to drive the greatest positive impact on the customer. To ensure the range of information sources from across LU, Rail, TfL and from worldwide benchmarking meet the needs of modelling and analysis by providing technical specification to improve existing and new sources of data

• Contribute to the development of Public Transport Service Planning team capability. Support the development research students, modelling consultants and apprentices in carrying out Accountabilities. Ensure that their objectives are set, training and coaching provided, and that development is achieved whilst also meeting shorter term objectives and deadlines

Knowledge, Skills & Experience

Knowledge
• Degree in highly numerate discipline or equivalent experience.
• Knowledge of Transport Planning principals and application. Ideally public transport service and reliability issues and service performance metrics and their application in the business.
• Knowledge of computer modelling skills and some of the relevant transport models used in TfL and their application such as Train and Pedestrian modelling software including TSM, LTS, RailPlan (EMME & CUBE), Legion, PEDs & station statics.
• Understanding the principles by which decisions are made and executed and knowledge of the business case development process.
• Knowledge of some of the relevant transport analysis or forecasting of demand, revenue and cost of transport services and infrastructures, including 4 stage demand models or PDFH.

Skills
• Ability to work creatively with modelling and analysis to develop and run models which deliver customer service and innovation in a productive approach
• Strong written and verbal communication skills
• Good at managing workload of self and prioritising and flexing approach to meet objectives.
• Excellent data analysis using Excel and / or preferably able to code in VBA, R, Python, etc. or data analysis / query tools or GIS packages
• Ability to interpret and communicate modelling and data analysis from different information sources effectively



Experience
• Experience in modelling & analysis in network and service industry, preferably in transport
• Experience of managing and delivering own prioritised work programme and responding to customer needs
• Experience of delivering high quality data collection, research, analysis and interpretation of data from different sources
• Experience of participating in multiple teams
• Experience of communicating effectively to stakeholders to enable data led decisions
