JOB DESCRIPTION BACKGROUND International Medical Corps UK is a global humanitarian organization saving and rebuilding lives through health care, training and community development. International Medical Corps UK works alongside International Medical Corps Worldwide, responding to humanitarian emergencies and communities afflicted by conflict, poverty and natural disaster in more than 20 countries around the world. International Medical Corps and International Medical Corps United Kingdom with headquarters in the United States and the United Kingdom respectively, work collaborate to maximize resources for the delivery of appropriate relief and development activities. The aim of Grants Contracts and Compliance Unit contribute towards a culture of compliance and to ensure that International Medical Corps UK delivers donor compliant projects to achieve its mission. JOB TITLE Senior Grants and Contracts Officer JOB LOCATION London POSITION REPORTS TO Director, Finance CONTRACT TYPE Employee, 12 months fixed term with possible extension JOB PURPOSE To support International Medical Corps UK in ensuring that IMC UK contracted projects are delivered in accordance to donor regulation; UK's affiliate's internal policies, procedures sufficiently cover UK's donor regulations and adhere to local laws in the countries of operation; UK is compliant with UK regulations that applies to IMC UK as a humanitarian charity. KEY DELIVERABLES Establish and update Donor Guideline Summary Matrix with update donor regulations andshared with relevant stakeholders To obtain appropriate delegation of UK projects toIMC UK's affiliate by ensuringconfirmation of commitment of implementation To elucidate donor position on key contract areas. Specifically by working with programmes team on a protocol to raise queries related to donor terms and clarifications on Procurement, Asset disposal, Sub-contract management and Eligible expenditure To facilitate appropriate reporting to donors on Fraud, Theft and breach in other key project contract provisions Ensure that IMC UK projects are reported under IATI requirements in collaboration with the programme colleagues in the UK and US Review MOU, LOUs and UK contracts and negotiate on terms including facilitating sign off the executive Director Maintain all key related information/documentation for awarded instruments, including but not limited to, grant documents, extensions, modifications, contracts, subawards, MoUs, key correspondences, and other relevant documents To facilitate IMC UK awareness of possibleliabilities in countries of operation through reviewing regular update fromIMC UK'simplementing affiliate Using extensive knowledge of European donor regulations to ensure that contracts are reflect in IMC UK affiliates policies and procedures Conduct training workshops within IMC that promote compliance to donor regulations, organizational needs, as well as the changing regulatory environment Assist proposal development team in the review and interpretation of solicitation requirements; provide guidance on how to effectively respond to the solicitations Review and provide feedback on RFQ, RFPs, and POs, contracts/agreements issued or negotiated by IMC Please note: The duties and responsibilities listed above are representative of the nature and level of work assigned and are not necessarily all-inclusive. KEY CONTACTS Programmes, GCM, Finance, Audit, HR PERSON SPECIFICATION QUALIFICATIONS A relevant Master's Degree EXPERIENCE Experience in administering UK/EU government grants and contracts Experience with grants and contracts requirements of other bilateral donors, including Dfid, or multilateral donors such as EU, United Nations SKILLS & COMPETENCIES Ability to proficiently use desktop applications and internal systems, including Microsoft Professional, CRM databases, sub-award management or document management systems Good understanding of budgets Creativity, flexibility, and ability to adapt to change Solid research and analytical skills Strong written and oral communication skills Strong interpersonal, collaboration, and team building skills Ability to work independently or in teams Compliance with policy and procedures and ability to promote compliance Strong planning and time management skills, ability to handle high-volume, fast-paced work environment and ability to multi-task with ease Closing date 5PM UK time on 31 March 2018.
