Salary:  £30,785- £35,444 per annum - Fixed Term to 31 January 2019

Location – Service Headquarters, Calcot, Reading

Royal Berkshire Fire and Rescue Service (RBFRS) provides cover 24 hours a day, 365 days a year from 18 fire stations across the County. We are responsible for an area of around 125,914 hectares, from Slough and Langley in the east to Lambourn and Newbury in the west. We employ more than 600 uniformed and support staff who serve a population of approximately 860,000 people.

Our highly-trained fire crews deal with incidents ranging from road and rail accidents to fuel and chemical spills, aviation and waterway accidents, collapsed buildings, large animal rescues and, of course, fires.

Along with providing a swift and effective response to incidents, one of our key aims is to educate people on how to prevent fire and other emergencies. To do this, we will work with schools, businesses, residents and community groups throughout Berkshire to raise awareness and educate people about a wide variety of safety issues.

Berkshire and Reading Fire Brigade was formed in 1948 and was later renamed in 1974 to Royal Berkshire Fire Brigade. The organisation was established following centuries of evolution in firefighting strategy across the UK and renamed Royal Berkshire Fire and Rescue Service in 1985. The fire service was then removed from local authority control in 1998 and was placed under the direction of an independent Royal Berkshire Fire Authority – which is made up of representatives from the county’s six unitary authorities.

The Senior Information Governance Officer works within a small team dedicated to enablement of effective information governance and ICT security through leading on policy direction, information management and data handling practices, oversight of technical security requirements of ICT systems and services, and influence on ICT security design. The role will facilitate adherence to local and national Information and ICT security principles and standards and record the evidence in appropriate documentation (such as codes of connection, accreditation, policy and risk management document sets).

Provides a leading role in driving to and maintenance of compliance to General Data Protection Regulation (GDPR), Emergency Services Network (ESN) compliance and ICT security audit action plans.

Provides expert advice and guidance on all aspects of Information Governance and ICT Security to promote a culture of information security and information management awareness across RBFRS.  Ensure arrangements are in place to minimise the risk of, and disruption caused by, information security incidents.

The key focus of this role is:

To enable RBFRS to meet its information governance obligations in respect of data protection, freedom of information, confidentiality code of practice, information sharing, information security, data quality, record keeping, corporate records and information systems, as well as IT Security systems and best practices.

Identify, manage and deliver organisation-wide projects and initiatives relating to information governance such as data quality, records management, information sharing and data flows

Develop, communicate and ensure all information governance policies, procedures and guidelines are compliant with legislation, best practice and are understood and effectively implemented across the organisation.

Ensure delivery of annual improvements against Information Governance and IT Security standards, incorporating information governance management, confidentiality and data protection, information security assurance, secondary use assurance, corporate information assurance and mitigation of cyber security threats through industry best practice. Ensure evidence for compliance stands up to external scrutiny.

Work closely with all relevant external stakeholders in order to ensure external information governance initiatives and standards are interpreted and implemented within the organisation.

Ensure information governance supports delivery of the wider organisational agenda, particularly in respect of information governance initiatives associated with the Fire and Rescue Service.

Manage and escalate the organisations information governance risks.

Liaise with external agencies such as the Information Commissioners office to ensure the organisation implements high quality, robust information governance standards and responds appropriately to any challenge and minimises any potential litigation or decision notice.

Promote, maintain, develop and deliver staff awareness of Information Governance and IT security, developing training and awareness programmes to support all aspects of Information Governance and IT security within the organisation.
