Description

General Overview:

  • To implement Urban Energy H&S policy & procedures and all legal requirements
  • Input to the tender risk management and generation process
  • Keep project schedule up to date with current/pending projects
  • Set and maintain standards of safety, health, environment and quality (SHEQ) practice and deliver relevant awareness training to internal staff and contractors as appropriate in accordance with Urban Energy and customer requirements
  • Participate in the promotion of safety programmes and schemes that may be developed on a local and business unit level
  • Conduct monthly inspections on all sites and submit a report
  • Visit sites on requests for advice, training, support or to complete specific assessments e.g. fire assessment / RAMS
  • Follow up closed down actions of report
  • Provide monthly statistics
  • Attend project meetings as requested
  • Attend project handover / debrief meetings
  • Conduct accident/near miss investigations and update statistics
  • Keep training matrix up to date with new starters/leavers
  • Organise training and ensure certificates do not expire
  • Arrange CSCS tests and order cards
  • Assist with any PQQ's
  • Provide H&S advice / respond to queries per email and phone calls to all staff
  • Keep up to date with LOLER assessment and requirements
  • Manage/update COSHH database
  • Manage/update trade RAMS
  • Co-ordinate Signage

KPI's:

  • Inspecting places of work, focusing on provision of safe systems of work, safe places of work and attitudes towards SHEQ. Issue formal reports, recommending corrective action.

Compliance Monitoring:

  • Carry out internal reviews audits to ensure standards are met. Number of dates per site is commensurate with risk.
  • Clear understanding of Construction (Design and Management) Regulations 2015 and its application
  • Demonstrates a good knowledge of H&S and Environmental legislation

Impact:

  • Develop and communicate contract specific SHEQ objectives
  • Work with other Urban Energy SHEQS to maximise impact
  • Ensure that Operational Management is kept up to date on all new legislation and best practice
  • Support the maintenance of ISO/OHSAS Certifications where appropriate and support SPV/Client programs
  • Advise & assist in carrying out risk assessments and the development of safe systems of work to ensure statutory compliance
  • Develop and undertake reviews as and where required
  • Monitor all areas of SHEQ responsibility and inform management of any concerns
  • Ensure the effective management of sub-contractors employed by the client and support development of systems
  • Provide support to operational managers and colleagues
  • Lead and influence meetings in relation to SHEQ
  • Promote consistent corporate standards and fair attitude in dealing at all levels
  • Establish partnership frameworks to support strong relations between operational and functional teams, customers and SHEQ

  • Adaptability & Resilience - Culturally savvy, ideally within a Urban Energy environment. An individual with the energy to drive change through complex business arrangements whilst having resilience to inertia, occasional setbacks and strong-willed individuals
  • Influencing & Pragmatism - Able to influence both individuals and operational management teams in securing excellence in HSE&Q management and performance. A pragmatist by nature, but able to 'think outside the box' when necessary
  • Decision making - Ability to accept, and work with, ambiguity in resolving high volumes of complex challenges in a timely manner

Profile

Qualifications

  • Membership of an appropriate professional body
  • IT literate (Word, Excel, Outlook), Concise verbal & written communication skills
  • Broad experience within the Utilities or district heating environments
  • AIEMA (Environment), preferred
  • CDM awareness & to maintain up-to-date with current changes
  • City & Guilds Level 5 NVQ Diploma in Occupational Health and Safety Practice or equivalent
  • NEBOSH construction certificate or appropriate Health and Safety qualification
  • NEBOSH Fire Certificate would be desirable

For this role you must have evidence of right to work in the UK.

Job Offer

The client are recruiting for a Health & Safety Manager (Construction) to be based in The Midlands & North. This is a permanent full time role working 40 hours per week. On offer is a competitive salary.
