They aim to provide high quality, energy efficient, affordable homes and excellent services to tenants and leaseholders in Torfaen.

You will have experience in Development or a related role, with an understanding of the planning process, housing and construction, together with some experience of property investment appraisals. You will have the opportunity to oversee your own schemes from inception through to delivery as well as input into the development process on all schemes. You will also have a commercial opportunity to shape the organisation's approach to housing sales.

They are looking for an individual who has the ability to critique and enhance development opportunities. You will be a good networker and communicator; forming effective relationships with colleagues, partners and contractors. They are seeking a self-starter and an individual who is keen to advance their development career and has ambitions to take on growing levels of responsibility. You will have a corporate membership of RICS, CIOB, RIBA or any other corporate/chartered qualification in a technical / engineering discipline or alternative qualification in a transferable accounting / financial / investment discipline.

Key Responsibilities:

  • To assist in delivering and contributing to the organisation's development programme
  • Regularly review, in partnership with other colleagues, the development potential of The organisation land a property assets whilst maintaining and updating a comprehensive register
  • Working with the Development Manager and external stakeholders, to establish a process to manage the sale of Shared Equity and other LCHO products
  • To contribute to (and in some cases to oversee) development projects in partnership with relevant stakeholders
  • To seek out new opportunities for new development projects, maintaining and utilising a comprehensive network of contacts and partners
  • To promote the organisation externally and work in partnership with land owners, developers, Local Authorities and other registered providers
  • Assist in managing the organisation's development budget
  • Assist in all pre-construction processes, including, activating processes, approvals, land assembly, legal agreements, statutory and contractual consents and supporting agreements
  • Contribute to the organisation's development policies, strategies, and procedures. In support of the outputs and outcomes set by Board and the executive
  • To contribute to other corporate/organisational projects and programmes to meet specific corporate outcomes
  • Work in partnership with Community Managers to improve local service delivery within communities and ensure that the service meets individual and community needs

Key Requirements:

  • Formal qualification (e. HNC, HND or equivalent) in a related construction, planning or technical discipline or a formal qualification in a transferable accounting/financial/investment discipline or equivalent sector experience
  • Understanding of land buying, planning and development processes
  • Understanding of the housing, property and construction business
  • Understanding of property investment appraisal and investment planning
  • Understanding of affordable housing and how it is funded and delivered
  • Experience of working to and applying quality assurance frameworks to business situations in order to develop, improve and maintain Assets
  • Experience of identifying development opportunities
  • Experience of managing/facilitating development opportunities from appraisal and land acquisition, through to planning, contracting and delivery
