This new role is responsible for diversifying and strengthening the music service through the creation of new partnerships, income streams and other business development opportunities.

Essex County Council (ECC) operates one of the largest Music Education Hubs in the UK through a grant from Arts Council England and has undergone significant transformational change recently to broaden and improve its offer to the young people of Essex.

The Music Service Business Development Officer will play a key role in the further development of the service, though exploration of new funding and income streams; a broadening of internal and external partnerships and service offers; ensuring rigour in relation to data protection, procurement and operational efficiencies; and supporting the improvement of customer relations through marketing and stakeholder engagement initiatives.

Role specific accountabilities :

  • Explore and secure new funding streams, through leveraging partnership investment, grant applications and commercial and private sponsorship.
  • Support the creation and roll-out of new service offers, ensuring a diversification of income and service resilience.
  • Support service promotion and marketing, ensuring strong customer and stakeholder engagement and uptake.
  • Project manage the roll-out of new service administrative systems, ensuring improved efficiencies for the service and its customers.
  • Support other music service officers in relation to procurement and data protection, ensuring compliance with all procedures and regulations.
  • Support the creation and management of relationships with existing and new external partners to increase the value of the service offer and its profile, ensuring mutually beneficial alliances.
  • Liaise with relevant council teams to manage internal relationships to support existing and new service opportunities.
  • Help the service adapt to changes in the local and national education landscape, including increased engagement with multi-academy trusts.

  • Provide expert support to the Music Service Lead Officer in relation to business development planning, efficiency savings and financial modelling processes.
  • Conduct needs analysis and research initiatives with stakeholders, service users and partners.

Knowledge, skills and experience
.
  • Educated to Bachelors degree level is desirable
  • Evidence of successfully delivering outcomes relating to strategic business development is essential
  • Proven track record of customer engagement
  • Project management experience, ideally relating to needs analysis/ surveys and roll-out of new service initiatives
  • Experience in- or awareness of- local government and educational environments
  • Significant experience in relation to funding applications and financial modelling
  • Experience working in a multi-stakeholder, cross-organisational environment
  • Technical knowledge relating to IT, data protection and commercial procurement
  • A pro-active, independent and ambitious approach
