Within the London and North Eastern area, we are undertaking the upgrade of the ECML for the introduction of the new IEP train fleet as well as removing bottle necks to facilitate additional long distance passenger trains and improving links to and from London. We also have an extensive renewals portfolio delivered throughout the whole control period providing plenty of unique project management and engineering challenges.

Brief Description

This is a permanent engineering role within the LNE Electrification & Plant (E&P) Renewals team. The LNE Renewals team is tasked with delivering some of the most complex and challenging E&P renewals projects in the UK.

You'll be at the heart of our success, managing the use of engineering standards for design and construction as appointed designated project engineer and discipline engineer for projects. You'll enjoy an impact on everything from quality and cost to safety and compliance. And it's not just about design and construction - your remit will also encompass commissioning, testing, site supervision and control. Implementing and monitoring systems, techniques and procedures including engineering controls, risk assessment and HAZOP analysis will be just the beginning. You'll assure the competence of contractors, and provide specialist advice and guidance to them and to project and Programme management.

We are looking for a Project Engineer (E&P) who is experienced in the review of design and construction of all, or some, of the following installations:
• Signalling power distribution
• High Voltage
• Low voltage (BS7671)
• Building Services
• Points Heating
• Lighting
• SCADA
• DC Protection

About the role (External)

As Project Engineer; you'll ensure E&P projects are compliant to relevant standards and legislation and are delivered to programme and cost.
The role will predominately be based in York but could also involve working within our site offices, or Network Rail offices throughout the region.
Key Accountabilities
• Implement Network Rail systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities on relevant projects, compliant with all relevant legislation. Liaise with regulators and others as appropriate.
• Monitor specific projects managed by Infrastructure Investment so that they are engineered to the standards and specification of Network Rail, allocated design and construction contracts include reference to and are compliant with appropriate Railway Group and Network Rail Company standards, formal specifications and procedures.
• Manage all engineering activities so that they result in schemes that are affordable and meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.
• Maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to allocated projects and manage the environmental aspects of allocated projects in accordance with Network Rail's environmental policy.
• Monitor design and specialist consultants and contractors.
• Provide project management advice in respect of all construction activities, including testing and commissioning and site supervision. Manage so that the design and/or construction elements of relevant projects meet the requirements of current legislation, including construction design management (CDM) regulations.
• Monitor so that the contractor's design/construction/specialists personnel are competent.
• Undertake reviews of design and/or construction activities. Arrange audits of contractors monitoring safety, environment and quality of design, construction, testing and commissioning and management systems is adequate.
• Carry out the duties of designated project engineer (DPE) for specific projects.
• Identify and share best practice across the various project teams.

Skills, Experience and Qualifications
Essential

• Significant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas
• Technical qualifications to at least HND level or equivalent
• Membership of a relevant professional institution
• Experience of major contracting
• Knowledge of structuring safety cases in support of projects
• Knowledge of safety management and quality assurance
• Understanding of the arrangements required for the independent assessment of works
• Accident investigation experience

Desirable

• Chartered status or equivalent in the particular discipline
• An appreciation of environmental issues in engineering works.

We adhere to a structured pay framework, any salary offered will be within the following pay range:GBP39,514 - GBP44,453
