ABP’s presence in South Wales consists of five ports, covering an area of 3,800 acres and contributing £1.4 billion to the UK economy. Heavy industry has a major influence on the cargoes handled at the South Wales Ports, but there is also an increasing range of other cargoes, including forest products, recyclables, agribulk products and bulk liquids.
The South Wales Ports are also involved in a significant number of renewable energy schemes and is now home to over 10MW of renewable energy projects.
The Role
The purpose of the role is to coordinate and communicate with vessels and stakeholders within ABP's SHA area and overseeing Lock operations in Cardiff, in accordance with predetermined instructions and procedures. The LPSO will also be responsible for the implementation of group and local elements of marine and compliance management systems for South Wales marine department.
Accountabilities
- Maintaining an effective LPS by providing 24 hours VHF radio, email and telephone communication with vessels within ABP's SHA area and passing to those vessels relevant information specific to port operation in the South Wales ports and communications generally, including use of the "send word now" cascade system.
- Acting as a 24 hours point of contact for all the South Wales ports for emergencies and for off-tide enquiries from agents, tug companies, boatmen and other stakeholders.
- Planning and coordinating vessel movements in the Port of Cardiff, including the preparation and safe organisation of Cardiff's sea lock facilities, resources and equipment prior to vessel transit.
- Instructing and assisting, as necessary, personnel and contractors responsible for tending vessels in Cardiff's sea lock.
- Reporting and recording of incidents, accidents, damages and Lock Gate operational performance to the Harbour Master / Marine Operations Manager.
- Maintaining records of ships movements, VHF and telephone calls and add, update and accept, as appropriate, into PAVIS / AOL.
- Liaising with the Pilot Manager / LPS Supervisor and managing Pilot Roster for South Wales, ensuring timely and effective allocation of ABP's pilots and marine resources including third party resources such as ropemen and tugs.
- Maintaining ABP and third party recording and reporting systems in accordance with the Marine Safety Management System.
- Undertaking other related duties as directed by the LPS Supervisor.
Skills and Experience
Essential:
- Ability to react confidently within a dynamic marine environment.
- Recent experience of working within safety / quality management principles.
- Recent experience within a marine environment including knowledge and understanding of port lock operations.
- Ability to provide appropriate and responsible advice to port user enquiries.
- Proficient in the use of computers and possess a working familiarity with Microsoft Word and Excel.
- Competency in VHF radio operation.
- Excellent communication skills and a desire to provide a positive customer experience and service.
- Capable of working to own initiative within the defined responsibilities of the role.
- Willing to operate in flexible work environment within the South Wales ports.
- Full UK driving licence.
Ideal:
- Institutional or nationally recognised safety management qualification.
