Part Time Spectrum Technology Analyst 
London, SE1

Ofcom is the independent regulator and competition authority for the UK communications industries. We regulate the TV, radio, fixed-line telecoms, mobile telecoms and postal sectors, plus the radio spectrum over which wireless devices operate. As part of the Technology Policy Team, you will be focused on ensuring that new and existing wireless systems can operate without interference to one another. You will play a leading role in developing technical policy and enabling 5G and other new and innovative wireless services within Ofcom’s Spectrum Group 

This part time role is around 21 hours per week with some flexibility as to the working pattern. 

Key responsibilities 

- Create detailed technical advice on wireless technology and intersystem interference issues that may require complex analysis and modelling of wireless networks. This might be, for example, undertaking link level analysis, more detailed simulation analysis, or through measurement and trials work 
- Develop technical evidence and advice which will inform our spectrum policy and management decisions 
- Formulate technical policy that understands and balances the interests of industry stakeholders, citizens and consumers 
- Provide knowledge and expertise in wireless communications technical issues 

Essential skills / experience 

- Radio frequency engineering knowledge including wireless systems, propagation, interference mechanisms and RF system modelling 
- Experience in working with a wide range of existing and emerging communication technologies to include interoperability, compatibility and co-existence 
- Solid grasp of technical and policy issues associated with managing the radio spectrum 
- Excellent written report writing skills to convey the context, results and conclusions of work to a range of stakeholders concisely in prose and pictures in a meaningful way 
- Able to lead, scope, deliver and supervise technical policy projects with a sound evidence basis and balancing the needs of multiple projects 
- Sound judgement to set the level of analyses proportionate to the impact and likelihood of the expected outcomes 
- Able to undertake complex technical analysis on different types of wireless systems principally in the area of coexistence and interference assessment 
- Excellent verbal communication skills 
- An in depth understanding of relevant wireless standards and technologies 
- Able to represent Ofcom and the UK in key national and international forums
