Head of Procurement

£80,000 + Benefits
Client is a Private Healthcare Insurance venture looking to bring a dynamic candidates to head up a brand new Procurement Function; being completely responsible for strategy, spend, processes, supplier relations, contract management and data analysis.
Role Overview:
* Provision commercial support for this small and lean operating team with increasing responsibility
* Directly support the CEO with the delivery of effective sourcing and management of Treatment Providers (hospitals/clinics/diagnostic centres) ensuring they provide the right clinical services to claimants based on achieving better outcomes
* Use of analyses and development of tools which control treatment costs via better measurement of value and quality
* Directly support the CEO with negotiation and management of provider relationships
* Development of MI to help control and reduce claim costs
* A crucial member of a strengthening and motivated negotiations and relationships team
Responsibilities
MI & Analysis
* Development of the insurers medical facility database
* Collation of aggregated data for reporting and analytical purposes
* Collation and distribution of each parties' unique clinical data using visualisation tools
Strategy & Planning
* Development of strategies for treatment providers for the short and longer term to meet financial targets
* Provision of analyses that prompt changes to the established Treatment Provider landscape, and modeling based on pricing and the overall impact to the business
* Development of the commercial data requirements of an expanding scope for additional hospitals, other healthcare providers and consultants
Hospital Relationships
* Support the CEO in the negotiation and agreement of a set of base charges and associated outcomes with a range of Treatment Providers (including major hospital groups, independents and NHS Trusts)
* Support the CEO with the creation and maintenance of contracts and with the management of relationships with all appropriate Treatment Providers, with a particular focus on managing variances in performance and continuous improvement.
Regulatory
* Understand and comply with all relevant rules, regulation, and legislation applicable to the role, including competition law, to ensure compliance
* Help with the identification of risks that impact the business, customers or other third parties
Candidate
Experience
* Substantial commercial / procurement experience, using data modeling and 'what if' scenarios in a commercial environment for a healthcare organisation
* Familiarity with and interest in the private healthcare sector
* Ideally an understanding of the health insurance market and the operational management of hospital service providers through outcome and quality measures
* Experience of negotiating substantial contracts using sophisticated analyses
Skills
* Flexible negotiating style with a good understanding of contract law
* Capable of analysing and interpreting information to measure cost performance of existing service providers and new initiatives
* Making recommendations on future activity; ensuring insights are communicated effectively and are fully understood by stakeholders
* Highly numerate with the ability to understand the 'why' behind the numbers and what that means for the business
* Strong stakeholder engagement skills, able to work with both senior internal and external stakeholders
* Experience of managing multiple priorities to strict deadlines
* Excellent communication, influencing, interpersonal and organisational skills
* A good team player but with proven ability to self-motivate
* First-rate Excel skills; SQL / Database experience and ability to effectively utilise visualisation tools an advantage
Qualifications
* Member of the Chartered Institute of Procurement and Supply, Finance / actuarial / statistical qualification / MBA, or similar desirable.

* Self-motivated to work at multiple levels - flexible enough to work as part of an evolving team
* Able to identify potential problems and take appropriate action
* Understanding of how to maximise cost savings and profitability for the business
