Lead Land Programme Manager - LondonThis post holder is empowered to take significant and important decisions within its key responsibility areas, under the overall guidance of the Head of Land and within the delegated authorities as they exist from time to time. The key challenges are to ensure land is available in a timely manner on commercially acceptable terms to support the nuclear new build programme. To ensure transaction matters are properly considered, it is essential the post holder liaises closely with other NNB and Corporate teams including: Legal, Company Secretariat, Development Directorate, Construction, Property Services, Finance, Tax, Communications and Credit RiskManage the Project team in the acquisition and management of land and property for NNB. This includes advising on the acquisition and management strategy, health safety and commercial objectives, ensuring absolute alignment to the project needs and delivery timetable. Critical to this is the selection and appointment of, external surveyors, lawyers and other consultants providing services required to complete and manage safely all transactions. Accountability: * Assemble the land required for the Project ensuring it is delivered on time and on budget, within project constraints, reporting directly to the Project Director * Be accountable for the delivery of land in line with Board approved targets * Formulate processes and strategies for acquisition, disposal and management of land assets (including agricultural, commercial and marine interests) within the Project and the wider business. Strategies developed should be commercially sounds whilst ensuring viability for the Project/Business. * Prepare and present papers to Project and Company Board's obtain approval for spend or seek sanction where material Project decisions are required and to provide updates on property issues, risks and successes * Prepare, monitor, forecast and control the land budget and a risk register to identify, monitor and manage risks to the Project * Engage and negotiate with landowners to secure land on competitive commercial terms in line with Project milestones whist maintaining appropriate flexibility for the wider project. Act as principle tenant for land assets under the Projects' control * Act as the key land advisor for the Project and other land issues within the business * Identify cross disciplinary issues within the project team * Instruct and manage external Agents and Solicitors supporting the delivery of team objectives. Ensure that advice provided is compliant with any relevant legislation and commercially sound * Develop and maintain relationships with key stakeholders, including land owners and land agents and ensure a register of statutory consultees is maintained for the Development Consent Order application * Represent the Project at Public Consultation Events, in particular for land issues * Manage preparation of exhaustive Book of Reference and Land Plans to be submitted as part of the Development Consent Order application enabling Compulsory Purchase to be achieved where necessary, in addition advise on land issues within other topics included in the DCO application. * Manage the submission of all Compulsory Purchase Orders including all supporting documentation in accordance with relevant legislation and guidance * Ensure compliance with Company Governance arrangements, Health and Safety Statute * Manage existing property leases and contracts to ensure compliance with terms, including liaison with other teams within the company to ensure they understand their obligations. Apply the principles of the Law and practice relating to landlord and tenant. Carry out relevant negotiations to provide solutions to issues affecting commercial tenants of acquired property. * Assist in advising international investors and Government advisors of land topics in relation to NNB's current and future projects, including conducting on-site visits. * Provide advice on statutory compensation for affected occupiers both pre and post construction. * Maintain a register of land and property interests and share with Finance colleagues to ensure correct accounting treatments are applied. * Manage business rates exposure arising from property interests. * Engage with and develop junior personnel to support the project delivery and maintain a close interface with internal peer group, ensuring cohesion and effectiveness across the project team.Essential: * Proven interpersonal skills with ability to quickly build relationships and influence * Strong commercial acumen and proven experience of managing projects, negotiating and concluding contracts. * A track record of handling the land implications of mergers and acquisitions (valuation, deal structuring, risk mitigation, accounting implications, taxation implications and management of financial due diligence) * Excellent communication skills, with the ability to communicate at all levels across the organisation * High degree of integrity, credibility and confidentiality * Strong project management capabilities * Up-to-date knowledge of best practices in acquisition and disposal projects * Self-starter with a commitment to continuous improvementDesirable * Track record in commercial, residential and agricultural property management * Commercial knowledge of Part 1 claims * Commercial knowledge of Major Infrastructure planning processes and compulsory purchase procedures * Understanding of the UK energy markets and their associated infrastructure/asset base
