Head of Financial Crime Advisory & Oversight

Do you have strong AML & Sanctions experience? Are you a subject matter expert in AML, Sanctions, Anti-bribery or Fraud, then we have a fantastic opportunity for you.

In this role you will be supporting the Head of Compliance and Conduct. In doing this you will be providing strategic and technical leadership/SME input in developing, maintaining and optimising the wider Sainsbury's Bank (SB) Financial Crime (FC) Governance and control framework. You will do this through: Management of the FC Advisory & Oversight Team; Maintenance of compliant policies and standards; Provision of advice and guidance to the 1st line/business on the interpretation and implementation of those policies/standards, issue tracking, escalation and resolution, on-going analysis/oversight in respect of compliance and risk management/appetite.

You'll lead 2nd Line strategy, planning and delivery in respect of:

  • Policy, Standards, Procedures and training
  • Setting and maintenance of Financial Crime related policies, reflecting changes in law, guidance, best practice, FCA handbook and relevant enforcement relating to FC
  • Risk assessment
  • Reviewing and updating the firm-level risk assessment model for Financial Crime risk
  • Suspicions and Legal Orders
  • Quality testing of disclosure/non-disclosure decisions made by the Nominated Officer Function)
  • Transaction Monitoring, Sanctions screening and fraud detection/investigation/recovery
  • Joint sign off/approval (with 1st Line FC) of any proposed changes to FC system rules or settings
  • Customer Due Diligence and Enhanced Due Diligence
  • 2nd line approval of PEPS and Higher risk customers
  • Compliant change management and Remediation
  • 2nd line review and sign off of all new SB products and delivery channels
  • Providing technical advice to 1st line and SB business in respect of Financial Crime related: remediation; change; new products/delivery channels etc
  • Assurance, monitoring, management reporting and issue management
  • Owns the annual FC Assurance plan and planning process.
  • Other Governance
  • Oversight of SB internal Governance framework
  • Compliance with (and technical interpretation of) core law, regulation, practice and approved guidance
  • The end to end assurance framework (in terms of scope and adequacy) and subsequent interpretation of the outputs
  • Suspicion / sanctions reporting and the technical competence of the nominated Officer Function.

You'll bring:

  • Extensive experience in Management/SME advisory/consulting/legal experience in one of more of the following:
  • 1st or 2nd Line FC function, within a Financial Services environment
  • Specialist 3rd line Financial Services audit function, specialising in FC Audit
  • Specialist FC consulting firm
  • Legal firm advising / acting on behalf of Financial Services Clients on FC matters
  • Regulator or Industry representative body - with direct involvement in FC related policy/ supervision/ enforcement
  • Professional experience of either directly working in, or working in support the Financial Services Sector - Retail Banking experience preferred but not essential
  • Detailed working knowledge of relevant FC Legislation, approved guidance, Regulatory Guidance and industry good practice
  • Strong relationship management and inter-personal skills
  • Proven leader and facilitator/consensus builder across teams and in a matrix management organisation
  • Resilience and the ability to influence and operate at all levels within a financial services firm, including at a Senior Management and Executive level
  • Strong awareness of the control and regulatory environment within a financial services organisation
  • Regular experience of attending and making presentations to senior Committees. (desirable, but not essential)
