Corporate Debt Officer, St David House (387.20) C/D 30/10/16 INTERNAL APPLICANTS ONLY

Working as part of the Corporate Debt Team the Corporate Debt Officer will provide a one-point service to debtors who have multiple debts due to the council and to front-line staff to discuss the different customer debts & recovery stages.
Other key tasks include:
Maximise income due to the council through the provision of a corporate debt service, negotiating with customers to make sustainable arrangements for all debts due to the council based on the individual circumstances and refer cases to welfare or money advice if appropriate.
Demonstrate a joined-up approach by working together with other front-line services, using contact opportunities to engage customers to deal with council debts.
Work with customers and their families who have complex needs and engage other service providers as and when required.
Where appropriate maintain contact using a variety of communication channels, which will include visits and external meetings.
Manage cases that are escalated to the team for advanced recovery action, while attempting to engage the customer to find a solution to all of their debts. Where appropriate processing cases for court or other advanced recovery action.
The essential requirements for the post include:
IRRV or housing based qualification or SVQ level III or equivalent level of knowledge and experience.
An in depth knowledge of relevant legislation, council policies and procedures relating to local taxes, the benefit scheme and the collection of debt.
Excellent communication, negotiation and organisational skills with experience of explaining complex information to customers and external agencies.
An awareness of other related services within the council
Ability to deal with confrontational situations.
