Overview / Responsibilities

The Project Engineer is to cover the maternity leave period and support the development of a high-quality Carbon Capture Storage project which has been identified at the uniquely located Immingham CHP Asset for VPI Immingham Project Team. This role is based on a 7 month fixed term contract and will working at two office locations, one in Brentford and one in Victoria, London.

The individual will support the VPI Immingham Project Engineering Manager and Project team on Humber Zero program activities relating to the project planning, control and services, including management of cost and schedule, monitoring and management of contracts.

The Project Engineer will have a particular focus on project control management and services.

The Project: The Humber Zero project is a combined set of decarbonisation projects that aim to decarbonise the Immingham industrial complex, comprising VPI's 1200 MW Combined Heat and Power plant and the two adjacent refineries operated by Phillips 66 (Humber Oil Refinery) and Prax Group (Lindsey Oil Refinery). The combined refinery capacity from the two Immingham based refineries constitutes over 25% of the UK's refining capacity, and in the case of the Phillips 66 Humber Oil refinery, a refinery that currently is the only manufacturer of premium grade graphite coke for EV batteries. In total, Humber Zero would capture up to 8 MTPA of CO2 for transportation and storage in nearby offshore CO2 storage locations.

The Humber Zero strategy is also to develop CO2 capture and Hydrogen hubs, providing a low-cost solution for decarbonised energy to industries and National Grid, and a platform for commercial-scale demonstration of critical decarbonisation technologies. In 2020, Wood Group completed a Pre-FEED scope of work, co-funded by VPI Immingham, Phillips 66 and Uniper, and delivered a set of project reference cases using a mix of pre-combustion (green and blue hydrogen) and post combustion technology pathways in order to decarbonise the Immingham industrial cluster comprising the VPI CHP and both refineries.

In terms of project timing, each of the projects will aim to be co-funded with the UK government, as a means of sharing in early mover development risk, and ensuring future policy and business models will enable first mover projects such as Humber Zero.

The first of these funds was the Industrial Strategy Challenge Fund for which the Humber Zero application was successful and a program of co-funded work is now approved covering:
  • Post-combustion carbon capture (PCC) on GT1, GT2 & Aux Boilers at VPI - 3.3 MTPA CO2
  • Post-combustion carbon capture (PCC) on FCC at HOR Phillips 66 - 0.5 MTPA CO2


  • An HZ IPMC Phase 2 Contract has been awarded to Wood and work commenced in Q1 2022 and a 12 month FEED Contract with Worley is in progress which commenced Q1 2022, culminating in FID (Final Investment Decision) for the project in Q3 2023.

    Key Accountabilities & Responsibilities:
    • Responsible for managing and monitoring project budget, cost and schedule
    • Provide support to deliver Capex/Opex estimates of a FEED (Front End Engineering and Design)
    • Provide support in the development of the EPC strategy
    • Responsible for planning and managing cost estimating
    • Co-ordination with stakeholders to manage project interfaces and delivery of quarterly reports submissions
    • Responsible for managing UKRI program accounting for both PCC and Hydrogen projects.
    • Responsible for measuring progress, reporting on findings and even supporting project close out activities.
    • Responsible for interface management for the VPI finance team
    • Oversee assigned elements of contractor performance on the PCC FEED and detailed design work, including Licensor integration
    • Responsible for ensuring that execution issues are addressed during the FEED phase as required to enable Final Investment Decision (FID)
    • Provide ad-hoc support to the VPI-I CHP team and other VPI power generation sites as required
    • Proactively lead the Risk and Opportunity Management process, ensuring all Risks are identified and are managed by the allocated Risk owners
    • Support all aspects of Document Control on the Project

    • Contribute toward building and being an integral part of a talented VPI Immingham project delivery team
    • Develop effective working relationships with all key stakeholders including Phillips 66 and VPI Immingham operations and engineering teams
    • Deliver a Humber Zero Project FEED package ready to proceed to the execute phase


    Skills / Qualifications

    Qualifications:

    BSc / MSc / MEng degree or equivalent in Engineering, Construction or Project Management.

    Essential Knowledge, skills and experience and Personal Attributes:
    • Will have knowledge of a project engineering role in FEED and/or Execute phase for an equivalently sized and complex project as Humber Zero including Licensor package interaction and integration
    • Will have knowledge of breadth and depth of projects and engineering needed to enable quality control of contractor technical work, ensuring appropriate techniques and standards
    • Will have strong analytical, organisational and problem-solving skills
    • Will have strong team and relationship building skills
    • Has the ability to work independently and sets high standards
    • Ability to challenge others in a constructive manner and negotiate with peers and partner
    • Will be able to document, prepare and present executive level presentations with ability to explain technical matters to staff not conversant with the detailed technical area
    • Will have experience and knowledge of project management, leadership, documentation, and technical skills
    • Will be able to demonstrate management, organizational, interpersonal, presentation/training skills;
    • Will demonstrate ability to manage and work with multi-disciplinary teams;
    • Will demonstrate understanding of project scopes and effective change management.
