Product Manager

Salary: GBP53,705 + 13.5% pension

Location: Home based - Must be commutable to either Kidlington or Neltey.

In this new and exciting role you will lead the operation, development, support and performance of a system or function within the joint Integrated Systems Support Department (ISS). You will lead and line manage a team to deliver improved functionality, high performance and efficient business processes and practices.

Our four new Product Managers will each have responsibility for one of our core functions:

Niche Records Management system - our primary information database, used to record crimes and essential information around public safety, and manage our investigations.

Contact Management Platform - our bespoke Command & Control system used to record contact from members of the public and manage the deployment of our officers and staff in response

Pronto - our digital pocket notebook application which enables our officers and staff to complete more of their work outside of a police station, in our communities

Data Quality & Digital Support - our specialist team responsible for managing the quality and integrity of the data contained in the our systems, and supporting business analysis and change across the Integrated System Department

Requirements of the role:

1. Support and contribute to future digital development in order to help drive strategic plans across the system or functional area. Engage with other product or functional teams to secure support for new and ongoing projects. Develop, maintain and update the product or function roadmap and backlog; authorising the scheduling of activity whilst ensuring compliance and benefits realisation remain top priorities.

2. Work closely with all areas of the ISS department on defining and detailing requirements from functional and non-functional perspectives. Create, review, edit and maintain quality formal business requirement documents and functional specifications, which accurately reflect the needs of the forces.

3. Gain a greater understanding of the main issues or concerns raised by users of the system and establish comprehensive solutions for mitigation. Act as a point of contact providing expert strategic advice and support, promoting best practice in the use of the system whilst continually challenging poor standards of use.

4. Liaise with external, regional and national stakeholders in order to oversee the continued implementation, usage and development of the system or function. Utilising these relationships in order to facilitate service-led transformational change; assessing the capability and capacity within the organisations to realise benefits.

5. Ensure effective negotiation with and influence of internal function leaders, product managers and key stakeholders to achieve a seamless link between systems and data held. Formulate relationships to create a joined-up approach to facilitating change, delivering associated technologies and improving the quality of our data at every opportunity.

6. Manage a digital system team or functional area, contributing to their career development whilst maintaining a high-performing, high-quality outcomes culture. Coach and encourage the teams to be user-focused and instil a continuous development ethos in the department through training, accreditation and the appraisal process. Continually motivate staff through effective workload planning, monitoring employee welfare and through quality assurance of work standards.

7. Encourage teams to be open to change; instilling a forward-thinking mentality that promotes a vision of opportunity. Instil a product-focused culture among stakeholders to ensure organisational

readiness including mapping activity and identifying gaps between current and future state business processes.

8. Ensure accurate resource planning and tracking are in place to meet the demands of business-as-usual and project work from the business, therefore ensuring we consistently meet agreed service-level agreements.

9. Investigate possible avenues for new capabilities within the product or function. Liaise with suppliers on a regular basis to ensure they grant the Forces the most up to date version of the product and that all possible functionality is being utilised fully. Use data to uncover opportunities, track product performance and drive decision-making.

10. Represent the Head of ISS as required, participate in and represent both Forces in regional and national user groups and development workshops to share learning, and influence and lead national change.

Skills and Qualifications:

1. Experience of working in a product or functional management role within a digital service provision; dealing with software and/or mobile applications, and secure hosting environments, or work experience deemed to have brought the candidate to a comparable level

2. Knowledge and demonstrable experience of change management methodologies, risk management processes and dependency mapping, with a Project Management Practitioner qualification (eg PRINCE2 or equivalent) or a willingness to work towards this level.

3. Management experience including a proven record of leadership, motivation and delegation skills. Strong planning and organisational skills and ability prioritise own workload and team's workload with a focus on meeting key objectives.

4. Demonstrable experience of developing and executing multi-year strategies and roadmaps; prioritising, scheduling and refining a product backlog or equivalent, and facilitating evaluation meetings to improve the quality and value of delivery.

5. Strong interpersonal communication skills with confidence in negotiating, influencing and networking with stakeholders and senior management forming beneficial working relationships across multiple organisations.

6. Proven ability to investigate and analyse issues and problems to a complex level across systems. Proven experience of escalating problems to internal stakeholders or system suppliers where required or seeking solutions through business process development and system functionality improvement recognising the risks and impacts involved.

7. Good understanding of GDPR and the importance of maintaining discretion and confidentiality whilst working in a secure environment with sensitive information.

8. Must have capability to travel to different locations across the Forces and region and undertake all assignments in a timely manner.

9. Previous experience or good knowledge of system management and development. Knowledge of CRM (Customer Relationship Management) systems and/or DevOps.

10. Knowledge of Policing policies and procedures, including GDPR, Computer Misuse, Human Rights and Freedom of Information, in support of system processes to support end users as well as allow effective development
